A decade after the events of the first film, Dr. Arthur Neuman is giving a tour of the hall of Norse mythology in Edge City Museum. When Dr. Neuman reaches the part concerning Loki's mask, a man in black becomes increasingly anxious. Dr. Neuman mentions that Loki created the mask and unleashed it on Earth, and that those who wear the mask would have the powers of Loki. When Dr. Neuman mentions that Odin punished Loki with imprisonment, the stranger becomes very angry and transforms, revealing himself to be Loki. The tourists panic and flee, but Dr. Neuman stays to argue with the angry god. Loki takes the mask, but realizes it is a fake. In anger, he removes Dr. Neuman's still talking face from his body and puts it on the mask stand, before getting rid of the guards and storming out of the museum in a whirlwind of rage.

Head begins at the dedication of a bridge. A politician is supposed to give a speech but there is a barrage of feedback from the microphone. Suddenly the Monkees (further) interrupt the ceremony by running through the assembled officials to sound of horns and sirens. The rest of the film has no overriding plot but consists of a series of vignettes highlighting the unpleasant aspects of being public figures. There is a conflict and a resolution, but the film is essentially plotless; as the opening song related: "We hope you like our story/Although there isn't one/That is to say, there's many/That way, there is more fun!" Rather, it is a seemingly stream of consciousness stringing-together of musical numbers, satires of various film genres, elements of psychedelia, and references to topical issues such as the Vietnam War. The distorted consciousness and psychedelia elements resemble an LSD trip.. Recurring images include a black box in which the group are trapped, a desert location, and a gigantic Victor Mature.

The film revolves around Jack Ryan (Billy Zane) and Jennifer (Kelly Brook), a rich couple who are yachting in the Caribbean during Christmas. One of their crew is the handsome Manuel (Juan Pablo Di Pace), who is cursed by his angry ex-girlfriend as he prepares to leave on the yacht. He is clearly bothered and has a difficult time fulfilling requests for the crew and guests. After the captain confronts him, Manuel quits and throws down a rag as he storms out of the galley. The rag lands on a gas flame and causes the entire yacht to catch fire. The captain is unable to control the blaze with a fire extinguisher so they abandon ship. Their lifeboats are capsized by a storm later that night and everyone becomes separated.

Tom and Jerry have wrecked the house they lived in during a frantic Tom-Jerry-esque chase, so they enter a race/reality show titled the "Fabulous Super Race", which offers the race-winner a luxurious mansion. In response to taxation on trade routes in the Galactic Republic, the Trade Federation organizes a blockade of battleships around the planet Naboo. Supreme Chancellor Valorum dispatches Jedi Master Qui-Gon Jinn and his apprentice Obi-Wan Kenobi to negotiate with the Trade Federation leadership to end the blockade. Darth Sidious, a Sith Lord and the Trade Federation's secret adviser, orders Federation Viceroy Nute Gunray to kill the Jedi and invade Naboo with an army of battle droids. The Jedi flee to Naboo, where Qui-Gon saves Gungan outcast Jar Jar Binks from being killed during the invasion. Indebted to the Jedi, Jar Jar leads them to an underwater Gungan city. There the Jedi try but fail to persuade the Gungan leader, Boss Nass into helping the people of Naboo, though they are able to obtain transportation to Theed, the capital city on the surface. They rescue Queen Amidala, the ruler of the Naboo people, and escape the planet on her royal starship, which is damaged as they pass the Federation blockade.
