A decade after the events of the first film, Dr. Arthur Neuman is giving a tour of the hall of Norse mythology in Edge City Museum. When Dr. Neuman reaches the part concerning Loki's mask, a man in black becomes increasingly anxious. Dr. Neuman mentions that Loki created the mask and unleashed it on Earth, and that those who wear the mask would have the powers of Loki. Head begins at the dedication of a bridge. A politician is supposed to give a speech but there is a barrage of feedback from the microphone. Suddenly the Monkees (further) interrupt the ceremony by running through the assembled officials to sound of horns and sirens. The rest of the film has no overriding plot but consists of a series of vignettes highlighting the unpleasant aspects of being public figures. There is a conflict and a resolution, but the film is essentially plotless; as the opening song related: "We hope you like our story/Although there isn't one/That is to say, there's many/That way, there is more fun!" Rather, it is a seemingly stream of consciousness stringing-together of musical numbers, satires of various film genres, elements of psychedelia, and references to topical issues such as the Vietnam War. The film revolves around Jack Ryan (Billy Zane) and Jennifer (Kelly Brook), a rich couple who are yachting in the Caribbean during Christmas. In response to taxation on trade routes in the Galactic Republic, the Trade Federation organizes a blockade of battleships around the planet Naboo. Supreme Chancellor Valorum dispatches Jedi Master Qui-Gon Jinn and his apprentice Obi-Wan Kenobi to negotiate with the Trade Federation leadership to end the blockade. Darth Sidious, a Sith Lord and the Trade Federation's secret adviser, orders Federation Viceroy Nute Gunray to kill the Jedi and invade Naboo with an army of battle droids. The Jedi flee to Naboo, where Qui-Gon saves Gungan outcast Jar Jar Binks from being killed during the invasion. Indebted to the Jedi, Jar Jar leads them to an underwater Gungan city. There the Jedi try but fail to persuade the Gungan leader, Boss Nass into helping the people of Naboo, though they are able to obtain transportation to Theed, the capital city on the surface.
