Vice police detectives Frank Divinci (James Belushi) and Jake Rodriguez (Tupac Shakur) gun down narcotics dealer Lionel Hudd (Kool Moe Dee), after the three engage illegally in drug trafficking; this is in order to recover the cocaine Hudd purchased from them. When Divinci and Rodriguez find out Hudd was actually a "deep cover" DEA agent—because Hudd's partner, Richard Simms (Gary Cole) drops by their precinct for help sniffing out the killers—they try to frame anyone else with the murder. Johnny Utah is a former Ohio State Buckeyes quarterback and rookie FBI Agent. He is assigned to assist experienced agent and veteran, Angelo Pappas, in investigating a string of bank robberies by the "Ex-Presidents"; a gang of robbers that wear face-masks depicting former US presidents Ronald Reagan, Richard Nixon, Lyndon B. Johnson, and Jimmy Carter to disguise their true identities. They only raid the cash drawers in the banks that they rob—never going for the vault—and are out within 90 seconds. Pursuing Pappas' theory that the criminals are surfers, Utah goes undercover to infiltrate the surfing community. He concocts a story to persuade orphaned surfer Tyler Endicott to teach him to surf, she having saved him from drowning. The group are initially wary of Utah, but accept him when Bodhi recognizes him as the former college football star. At the Tarasco bar in Mexico, an American man tells the story of how he witnessed a massacre in another bar committed by a Mexican with a guitar case full of guns. The bar's patrons are uninterested until the American mentions the name "Bucho." Meanwhile, El Mariachi has a dream of his encounter with Moco that left his lover dead and his hand shot. In Shanghai during the 1930s, Sing and his friend Bone attempt to join the Deadly Axe Gang which ruthlessly control the city under leadership of Brother Sum. Sing seeks to restore his confidence after being humiliated as a young boy while trying to protect a mute girl from bullies, due to the failure of the Buddhist Palm method he had learned from a pamphlet he bought from beggar. Sing and Bone attempt to intimidate the residents of Pig Sty Alley but are chased off by its Landlady. Hearing of this, Sum orders Sing and Bone captured, while sending the Gang to reassert its authority from the humiliation. Three of the tenants, Coolie, Fairy, and Donut, are revealed as martial arts masters and defeat more than fifty of the Gang. Fearing retribution, the Landlady evicts the three, but they meet a pair of hired assassins using a magical guqin to launch invisible blades. Coolie is beheaded, and Fairy and Donut are mortally wounded before the Landlady and her husband the Landlord reveal that they too are martial arts masters, having gone into self-exile after the death of their son. The two defeat the assassins but Fairy and Donut die from their wounds. The Landlords temporarily evacuate the other tenants for their safety.
