Synopsis
Robert Perkins est un homme d'affaires respecté qui dirige une société d'import-export à Hong Kong. Personne ne sait qu'il travaille comme passeur de drogue. Lorsque Perkins apprend que la cargaison d'héroïne vaut un million de dollars, il trahit son patron. Il agresse Laurent qui doit assurer la réception. Il dépose la drogue chez sa sœur Margaret. Susan Collins, la secrétaire et ancienne compagne de Perkins, sait peu de choses sur les véritables activités de l'entreprise et de sa jeune agent commerciale Claudia Laudon. Elle se trouve dans la difficulté lorsque la police découvre la drogue. Le colonel Strong, un ami de son père, lui apporte son soutien.Actors

Franco Arnò (Karl Malden) a middle-aged blind man is walking down a street at night with his niece Lori (Cinzia De Carolis) when they pass by a man in a car. Franco overhears him mention blackmail. They walk back to Franco's apartment nearby and while Lori sleeps, Franco works on a puzzle when he hears a noise. Outside, the unseen man in the parked car gets out and knocks out a night watchman by the gate of a large medical complex, the Terzi Institute. The unseen man uses a screwdriver to get inside the building. A doctor preparing to leave for the night sees the night watchman unconscious and sees a dark figure running away.

Michael Dixon (Cuba Gooding, Jr.) is an agent working linewatch for the United States Border Patrol on the U.S. Mexico Border in New Mexico. He is well-respected by his peers at US Border Patrol and loved by his wife Angela (Sharon Leal) and 5-year-old daughter Emily (Deja Warrior). Eight years after the events of the first film, Miami Police Department (MPD) narcotics division detectives Marcus Burnett and Mike Lowrey are investigating the flow of highly-potent ecstasy into the city. Their surveillance of boats coming in from Cuba leads them to a Ku Klux Klan meeting and drug drop in a swamp docks outside Miami. The subsequent raid on the Klan members proves to be a disaster; malfunctioning radios delay back-up, causing a firefight when Mike accidentally shoots Marcus in the buttocks, while the Klan members are revealed to be mere small-time buyers and not the distributors of the ecstasy. The incident leaves Marcus to further question if he still wants to partner with Mike, while Mike fears that Marcus may discover his new relationship with Marcus' sister, Syd.

It is just before dawn in Seattle. A man dons dark glasses and gloves and loads a 9mm silenced automatic handgun. He drives into town, where he shoots a policeman (Officer Philip Forsell; in the film the character is identified only as Hyatt) on his beat, then drives to a police impound yard and shoots the officer on duty (dialogue identifies him as Wally Johnson). At a luncheonette, as he washes his hands, he momentarily flashes a police badge belonging to Detective Sgt. Stan Boyle (William Bryant). When a car pulls up, Boyle goes outside and gives the driver a satchel containing the 9mm and proceeds to his own car – but is shot in the back by the unseen driver.

Detective Rita Rizzoli (Whoopi Goldberg) is an undercover narcotics police officer who stages an undercover buy with drug dealer Tito Delgadillo, when during the bust she sees her friend and informant Charlene being dragged out of the bar by her pimp and runs to her aid, alerting Delgadillo of being an undercover cop. After saving Charlene and shooting the pimp, Rizzoli notices all the money used for the buy is missing. Delgadillo retreats to a warehouse in Los Angeles where a family of Asian immigrants is preparing plastic envelopes of imported cocaine stamped with the gang's brand name "Fatal Beauty". One worker, however, has been sampling too much of the drug and, in his intoxicated state, prepares envelopes with a fatally high concentration of cocaine and a misaligned stamp. Delgadillo discovers the error but before they can correct it, the house is attacked by two small-time hoods, Leo Nova and Earl Skinner (Brad Dourif and Mike Jolly) who kill everyone within including Delgadillo and steal the lethal product.
