It was directed by Christian Duguay. The film received mixed reception from fans and viewers, and is the least successful Scanners film to be released. Once again, this sequel has a different set of characters.
This film also features a few actors from Scanners II: The New Order. For instance, Jason Cavalier from The New Order (with the exploding tumor) here plays a punk leader.
Synopsis
A young female scanner is troubled by the painful side-effects of her powers. This drives her to try her adoptive father's experimental drug called Eph3 (pronounced F-3) - a variant of the Ephemerol, which cuts off moral conscience and causes her to become a megalomaniac. She kills her father and takes over his pharmaceutical company. Her long-lost adopted brother, also a Scanner, is alerted to her dangerous behavior and returns to stop her.Actors

The year is 2078. The planet Sirius 6B, once a thriving mining hub, has been reduced to a toxic wasteland by a civil war between the mining company, known as the New Economic Block (NEB), and the Alliance, a group of former mining and science personnel. Five years into the war, Alliance scientists created and deployed Autonomous Mobile Swords (AMS) — artificially intelligent self-replicating machines that hunt down and kill NEB soldiers on their own. They are nicknamed "screamers" because of a high-pitched noise they emit as they attack. Screamers track targets by their heartbeats, so Alliance soldiers wear "tabs" which broadcast a signal canceling out the wearer's heartbeat and rendering them "invisible" to the machines.

When a Senator is killed in an explosion, the FBI investigates. The agent in charge is Danny O'Neill (Pierce Brosnan), who is separated from his wife Terry (Lisa Eilbacher) (due to the accidental drowning of their only child in their pool) and behaving very erratically. Initially the investigation does not reveal the kind of explosive used or even what was used to detonate it. Eventually it is learned that terrorists have developed an "invisible" liquid explosive which is activated within the human body (by stomach acid). It also does not help that they have to report to Senator Traveres (Ron Silver), the man whom O'Neill's wife is having an affair with and whom Danny also assaulted.

The film opens to the sounds of a couple having sex. Afterwards, Carlos the Jackal (Aidan Quinn) kills a spider in its web with his cigarette and evicts the woman (Lucie Laurier) from his room because he claims he has work to do. He is seen donning a disguise, and he walks to a cafe where CIA officer Jack Shaw (Donald Sutherland) is sitting at a table outdoors. He recognizes Shaw and asks for a light. Shaw does not recognize Carlos, because of his disguise, but he turns to watch Carlos enter the cafe. He watches as Carlos detonates a grenade, killing dozens of people.

Neil Shaw (Snipes) is an operative for the United Nations's covert dirty-tricks squad, using espionage and quasi-ethical tactics to secure peace and cooperation. In Prague, Czech Republic, single mother Helena (Isabelle Blais) is seduced by a successful handsome man and travels with him to spend a weekend in Vienna, Austria. Snowbound is based on a true story. Jim and Jennifer Stolpa and their infant son Clayton are 500 miles from their home in Castro Valley, California, when they lose their way and are stranded in an endless wilderness of deep snow in northern Nevada, east of Cedarville, CA. They battle for survival against the elements when Jim Stolpa drives too far down a snow-covered road and gets stuck during a snowstorm. Using only meager supplies and resourcefulness, the young couple struggles to keep themselves and their son alive in a frozen shelter while awaiting rescue. Realizing they will not be found and out of supplies, Jim ultimately strikes out on a courageous 50-mile walk through the snow alone, determined to reach help and return to save his loved ones before they die.
