Norman vit toujours dans l'orphelinat Greenwood où il a grandi et où il est devenu un employé. Un matin, alors qu'il emmène les orphelins à l'école, ils s'arrêtent devant un magasin de jouets où une voiture à moteur impressionne les enfants, et plus particulièrement le petit Jimmy. Arrivé à l'école, Norman laisse les enfants aux bons soins d'Iris Gibson, leur professeur, mais aussi l'objet de l'affection de Norman. Viscount Pym (David Tomlinson) - whilst on National Service - gets leave from the British Army on the pretext of standing for Parliament as a Conservative Party candidate in his home constituency, held by his family for generations. The request is a ruse to enable Pym to marry his wealthy American fiancée June Farrell (Helen Backlin) while she's still in England and before she has to return home to America. His master plan backfires when he finds himself swept into the election campaign and beaten by the more politically experienced Mr Cleghorn (Tom Macaulay), the Labour Party candidate.

Formby plays a bumbling War Reservist police officer called George Carter who aspires to become a member of the flying squad. The film is set in Merseyside where the battleship HMS Hercules is being built. A group of saboteurs are planning to destroy HMS Hercules by blowing it up. Norman (Norman Wisdom), a lowly stock clerk at Burridge's department store, is in love with another employee, Sally Wilson (Lana Morris), though he has been unable to muster the courage to let her know how he feels. After he antagonizes the new head of the store, Augustus Freeman (Jerry Desmonde), he is promptly fired. On his way out, Norman helps Miss Bacon (Margaret Rutherford) carry her bulging suitcases, unaware that she is an audacious shoplifter. Freeman sees Norman assisting a "customer" and rehires him.
