Textile company heir James Wayland (Tim Roth) is accused of murdering a prostitute named Elizabeth (Renée Zellweger), whose body was found cut in two. The murder is investigated by tough detective Kennesaw (Michael Rooker) and his less experienced partner Braxton (Chris Penn). Wayland is a heavy drinker and compulsive liar, prone to memory losses and periods of violence. He is rich enough to access necessary information, however, and he soon learns his interrogators' own dark secrets - Kennesaw had an affair with Elizabeth to get back at his wife (Rosanna Arquette) for cheating on him, while Braxton has gambling debts with a bookie named Mook (Ellen Burstyn), who is demanding payment.

In Hollywood, Dr. Henry Carter (Kevin Spacey) had most of Carter's patients who are luminaries in the film industry, each undergoing their own life crisis. Carter lives in a large, luxurious house overlooking the Hollywood Hills and has published a hugely successful self-help book. However, he is disheveled and lives alone in his large house. He smokes marijuana at home, in his car and behind his office, when not seeing patients. The movie opens in 1932 when World War I veterans are protesting and rallying in Washington D.C. for war bonuses they were promised but never received from the government, a true event known as the Bonus March. U.S. cavalry and infantry are present for crowd control. The mounted cavalry is ordered by Major John Hardesty (Bob Gunton), to present their sabers in order to hold back the protesters. Ted Forrest who works for the Dynasty Card Company is murdered by Keith Heading and his men on the street, they switch the tape before police arrive. Johnny Stewart (Wayans) is a lifelong con-man who meets a girl, Amber Evans (Dash), and tries to impress her by cleaning up his act and doing things the honest way. He becomes a mailroom clerk at the credit card firm where she works and soon finds that he needs money to impress Amber. So, he develops a scheme to commit identity theft (though this term was not used for the crime in 1992) with the credit card information of deceased cardholders that he has access to due to his mailroom position. He justifies his actions because he knows that he is only stealing from the company and not harming the individual cardholders. Chris Fields trains Johhny how to do the job,until Keith threatens Chris in the men's restroom making him feel scared. Lt Walsh asks Chris questions about Keith,Chris is stabbed and killed by Keith's hitman in the subway station. Lt Walsh investigates Chris's murder and find credit card receipts on him. Keith promotes Johnny from mailroom clerk to supervisor to replace Chris who was killed.
