The film is essentially a two-part program. The first half consists of a romantic comedy storyline involving an aerialist, played by Gene Kelly, who is drafted into the US Army but really wants to join the air force. During training, he falls in love with Kathryn (played by Kathryn Grayson), the daughter of his commanding officer, who has similarly put her singing career on hold in order to serve by providing entertainment for the troops. Unusually for this type of a film (and for this era of Hollywood), the character Kathryn has only recently met her father for the first time since she was a baby, her parents having divorced. A related subplot has Kathryn conniving to get her parents (played by John Boles and Mary Astor) to reconcile. During the first part of the film, Grayson sings several numbers and Kelly performs one of his most famous routines, dancing with a mop as a partner.

Don tries to change her mind and it looks as if he has succeeded ("It Only Happens When I Dance With You"), until Don's best friend, Johnny (Peter Lawford), turns up. Nadine reveals that she and Don are no longer a team and it becomes obvious that Nadine is attracted to Johnny. Rize is a documentary following an interview schedule of two related dancing subcultures of Los Angeles: clowning and krumping. The documentary is divided into three distinct sections. The first series of interviews introduces and develops the clowning dance style. The second series explains how the dance style, krumping, evolved from the original clowning and matured into its own identity. The third section of the film depicts a dance battle called The Battle Zone which takes place between clowns and krumpers at the Great Western Forum in 2004. The film style and soundtrack draws creative ties between African dance and developing style of krump. An atypical sequence in the film uses montage to compare 1940s era anthropological films of African dance ritual with contemporary clowning and krumping dance maneuvers.
