It is New Year's Eve, and Bruce Wayne is hosting a party at Wayne Manor. Just when he meets "Miss Kitka" (Catwoman in disguise, as seen in the 1966 film Batman: The Movie), he gets a call from Commissioner Gordon, explaining that the Joker is planning a New Year's Eve crime spree (the concept of the Joker planning a crime for midnight on New Year's Eve also appears in Batman: The Long Halloween).
Robin is waiting for a big date in a restaurant. Unfortunately, Batman (who Robin desperately tries to convince not to show up, as he'll ruin everything) shows up. Batman appoints himself as the wingman of the date to help the poor Boy Wonder "score". Kate, his date, arrives at the restaurant shortly after Batman, and the Dark Knight becomes incredibly obnoxious toward her, dominating the conversation and flirting. He even tells her about when Robin was captured by the Penguin.

The Justice League, with assistance from Cyborg, stop the Royal Flush Gang as they attempt to rob a diamond vault using complex technology that allows them to pass through solid objects. Wonder Woman uses her lasso of truth on the leader to find out who gave them the technology. The leader, despite being under the influence of the lasso, says that he doesn't know who gave them the technology. Martian Manhunter uses his mental powers to scan the minds of each member of the gang, none of them know the origin of the device. Meanwhile, Vandal Savage plots to exterminate the greater part of the human population and start a new civilization, having discreetly given the technology to the Gang in order to test it. To ensure that the Justice League is unable to stop him, Savage hires Mirror Master, who hacks into the Batcomputer and steals contingency plans devised by Batman to incapacitate his League teammates should they ever go rogue. When Mirror Master asks if he wants him to find Batman's true identity, Savage declines stating that he already knows the true identity of Batman. Savage assembles Mirror Master and a group of other supervillains (consisting of Bane, Cheetah, Ma'alefa'ak, Star Sapphire, and Metallo) with personal vendettas against the heroes and pays them to simultaneously attack the members of the League using the stolen plans, albeit altered to be lethal. When the supervillains agree with Savage's plan, he welcomes them to the Legion of Doom.
Bob Whipple (Esteban Powell) is a sportswriter stuck in a dead-end job. When he learns of the murder of high-profile white rapper Cracker Jack (Fred Maske), he is inspired to become the vigilante not-so-superhero The Whip. Whipple's high-school girlfriend Anne (Joey Lauren Adams), now an animal-rights activist, reaches out to The Whip to help rescue rabbits, but she is soon kidnapped by Kenny Kent (Laz Alonso), who is also the prime suspect in the rapper's murder. In spite of his complete lack of superpowers, The Whip jumps into action to save Anne and avenge the rapper's death.
Adam Harris (Haas), a twenty-something college dropout, returns to his hometown, the fictional "Bickleton" in New Jersey, and moves back in with his parents. Lacking real direction in his life, Adam spends his time working at a local deli and hanging out with his equally unambitious friends. Adam soon finds himself unemployed and cut off by his friends.
The film opens up with a red orb of energy chasing after a blue orb of energy throughout space. Upon landing on a desert-like moon, the blue orb reveals itself to be the monster, Bemular. The red orb reveals itself to be Ultraman Mebius and the two face off. After a short battle, Ultraman Mebius destroys Bemular and returns to his home planet of the Land of Light (光の国, Hikari no Kuni) in Nebula M78, where he is reunited with Ultraman, Zoffy, and Ultra Seven.
Having survived his battle against Ultraman Zero from the previous film, the evil Ultraman Belial, now known as Galactic Emperor Kaiser Belial (銀河皇帝カイザーベリアル, Ginga Kōtei Kaizā Beriaru) has taken up a new conquest for universal domination. Having gained two allies in his conquest, as well as creating millions of robot servants known individually as the Legionoids (レギオノイド, Regionoido) and the Darklops (ダークロプス, Dākuropusu), Belial attacks the planet of Esmeralda. Taking the planet hostage and brainwashing the guardian of the planet, Kaiser Belial is victorious in capturing the planet.
Red Doc, an outlaw that claims he can take on anyone and anything, arrives in town looking for more booze and more action. Madame Lorraine spots him, and after inviting him upstairs, kills him, takes his money and has two of her henchmen dispose of the body.
The film follows Ryu after waking up from a nightmare about Akuma. While walking in the forest, he is followed by a mysterious warrior revealed to be Ken Masters, Ryu's old friend and sparring partner. The two have a match together using their signature moves Hadōken, Shoryuken, Tatsumaki Senpū Kyaku in the day time and night time in the rain. The film ends with the two in mid-air about to kick.
