Scott Fellows (born September 28, 1965) in Newtown CT is an American television writer and producer. He is the creator and executive producer of Nickelodeon's Ned's Declassified School Survival Guide, The WB's Johnny Test, and for Nickelodeon's hit Kids-Choice-Award-winning TV series Big Time Rush.

Fellows had been previously working as a staff writer for the second, third and fourth seasons of The Fairly OddParents and was even nominated for an Emmy for Outstanding Music and Lyrics for that show in 2003. His earlier writing credits also include more or some episodes of and performing Zip, Louie, and Professor Phosphate on Weinerville. He also did some writing on U to U, 100 Deeds for Eddie McDowd and Doug.

The film starts after the intro of the cast and crew when Kendall, James, Carlos, and Logan are on their plane ride to London, their first stop for their tour. It is also so happens that Gustavo, Kelly, Katie, and Mrs. Knight come with them aboard on the ride. Still on the plane for a long time, Carlos meanwhile has a dream about Big Time Rush being secret spy agents, saving the world from a white-coloured suit tuxedo guy, and also including rescuing a Princess from a Castle and a lot more things that Carlos dreams about. Carlos ends up waking up and explaining to Kendall, James, and Logan about his spy dream, and the boys don't seem to believe in the dream.

Thirteen years after the timeline and finale of the original series, Timmy Turner (Drake Bell) has grown into a twenty-three-year-old man, but by maintaining a lifestyle considered immature for his age he has managed to keep his fairy godparents. Timmy's refusal to mature greatly irritates his parents (who desperately encourage him to leave home) and Jorgen von Strangle, who is constantly scheming to entice Timmy into giving up his fairies.

Timmy is unable to do anything when Cosmo and Wanda are distracted by babies they encounter around Dimmsdale, and it becomes clear that they want their own baby. The problem, however, is that since Cosmo was the final fairy baby born and he destroyed Fairy World by turning Jorgen into a bomb, the Supreme Fairy Council forbids fairies to have any children. Also, Cosmo and Wanda explain that since fairy-type creatures are immortal (meaning they live forever), there's really no need for them to have children of their own ("That's why we have godkids: TO FILL THE VOID!" Cosmo says). Despite this, Timmy gets fed up with them crying and ignoring him because they want a baby so badly. He then notes to himself it wouldn't be so bad to have a godbrother/godsister and also figures that he can just wish up a baby for his godparents. Wanda notes to Timmy "You can't just wish us up a baby.", but then questions if that's really true.
