The Joker and the Penguin break out of Arkham Asylum and race each other to find a stash of stolen money hidden within a crypt in Gotham Cemetery after an inmate, who had hidden it, told them about it. The Joker is quickly intercepted by the Batman and is electrocuted when he falls into a river by his super-charged joy buzzers while the Penguin takes the opportunity to enter the cemetery himself. While searching through a crypt, the Penguin accidentally cuts his hand while using his umbrella-sword to open a coffin he hopes contains the money, finding a body instead. Blood from his hand drips on the corpse's heart, which brings it to life; it is none other than the vampire lord Count Dracula, his body having been moved from Transylvania to Gotham City after his "death." A week after the burial of Robert and Katherine Thorn, archeologist Carl Bugenhagen (Leo McKern) learns of the survival of their adopted son Damien. A montage of documentary footage depicts the effect of war on children. This mondo imagery cuts to the story of an English couple, Tom and Evelyn, who are taking a vacation before Evelyn gives birth to their third child. They arrive on an island where they encounter grim-faced, silent children who seem to be the island's entire population. Throughout their stay, they witness the children behaving strangely. They later learn the children are capable of violence and have murdered just about every adult on the island; they are now forced to consider killing the children in self-defense. In 1944 in the Republic of Salò, the Fascist-occupied portion of Italy, four wealthy men of power, the Duke, the Bishop, the Magistrate, and the President, agree to marry each other's daughters as the first step in a debauched ritual. They recruit four teenage boys to act as guards and four young soldiers (called "studs", "cockmongers", or "fuckers"), who are chosen because of their big penises. They then kidnap nine young men and nine young women and take them to a palace near Salò. Accompanying them are four middle-aged prostitutes, also collaborators, who recount arousing stories for the men, who sadistically exploit their victims.
