After defeating Owen Shaw and his crew and securing amnesty for their past crimes, Dominic "Dom" Toretto, Brian O'Conner, and the rest of their team have returned to the United States to live normal lives again. Brian begins to accustom himself to life as a father, while Dom tries to help Letty Ortiz regain her memories. Meanwhile, Owen's older brother, Deckard Shaw, breaks into the secure hospital the comatose Owen is being held in and swears vengeance against Dom, before breaking into Luke Hobbs' DSS office to extract profiles of Dom's crew. After revealing his identity, Shaw engages Hobbs in a fight, and escapes when he detonates a bomb that severely injures Hobbs. Dom later learns from his sister Mia that she is pregnant again and convinces her to tell Brian. However, a bomb, disguised in a package sent from Tokyo, explodes and destroys the Toretto house just seconds after Han, a member of their team, is killed by Shaw in Tokyo. Dom later visits Hobbs in a hospital, where he learns that Shaw is a rogue special forces assassin seeking to avenge his brother. Dom then travels to Tokyo to claim Han's body, where he meets and races Sean Boswell, a friend of Han's, who gives him personal items found at Han's crash site.

John Bridger, a professional safecracker, has assembled a team to steal 35 million dollars worth of gold bullion from a safe held by Italian gangsters in Venice that had stolen it weeks earlier. The team includes Charlie Croker, a thief and John's protege, Napster, a computer expert, Rob, their wheelman, Steve, their inside man, and Left Ear, their explosives expert. They successfully complete the theft by stealing the actual safe and stealing the gold from it while the gangsters are occupied with a decoy. After leaving the city, the team agrees to split up the gold and part ways once they return to the United States. A ship arrives, carrying toxic chemicals that have killed two of its crew members. Frank Martin and Inspector Tarconi fish in the Marseilles when Tarconi receives a call about a black Audi A8 that speeds past French customs and evades the police in a car chase. While Tarconi returns to headquarters to give Frank's alibi, in Odessa, Ukraine, the Environmental Agency Minister (Leonid Tomilenko) receives a threat from Ecocorp boss Johnson to reopen business negotiations. At night, the Audi crashes into Frank's home, with a wounded transporter, Malcolm Melville, whom Frank had referred when he declined a previous job. As paramedics take away Malcolm, Frank discovers in the backseat a woman who warns him not to take her from the car; she shows him a metal bracelet she and Malcolm have been wearing. Frank rushes outside, but the ambulance explodes. He is knocked out by a henchman.

In 2013, Earth's coastal cities come under attack from Kaijus, colossal beasts that periodically emerge from a dimensional portal on the Pacific Ocean floor called "The Breach." To fight them, the Pacific Rim nations build the Jaegers, equally colossal humanoid war machines. Each Jaeger is controlled by two or more pilots whose brains are linked, called "drifting" to share the heavy mental load of operating the machine. The Jaegers are initially effective, but many are destroyed as the Kaijus grow more powerful and their attacks become more frequent. In 2025, the participating governments deem the Jaeger program unsustainable and discontinue it in favor of building defensive coastal walls. The four remaining Jaegers are redeployed to Hong Kong to protect the coast until the walls are completed. Jaeger commander Stacker Pentecost resolves to make a last-ditch attempt to end the Kaiju threat by destroying The Breach with a nuclear weapon, even though past nuclear strikes on the portal have been unsuccessful.

It has been four years since the events of the first movie. Seventeen-year-old Sean Anderson (Josh Hutcherson) is caught by the police after a brief chase on his dirtbike which ended with him driving into a swimming pool while trying to evade them. Minutes later, his stepfather Hank (Dwayne Johnson) arrives where a police officer (Stephen Caudill) who is friends with Hank tells him that Sean had broken into a remote satellite research center. The police officer also tells Hank that he has talked Mr. and Mrs. McGillicutty (the owners of the swimming pool) out of pressing charges. Hank takes Sean home where his mother Elizabeth (Kristin Davis) is not pleased with his actions or the fact that he and Hank don't get along well.
