Following the execution of a convicted child rapist and murderer, drivers Dan and Mike are in the process of delivering the corpse to the county cemetery for anonymous burial. After brief words by Reverend Hicks, Dan and Mike notice that the corpse appears to be twitching and possibly even moving. They are suddenly attacked by the reanimated corpse, prompting them to flee to Beekman's Diner. Meanwhile, Barbra (Judith O'Dea) and Johnny (Russell Streiner) drive to rural Pennsylvania for an annual visit to their father's grave, at their mother's request. Noticing Barbra's discomfort, Johnny teases, "They're coming to get you, Barbra", before she is attacked by a strange man (Bill Hinzman), the same reanimated corpse that Dan and Mike were in the process of burying. Johnny tries to rescue his sister, but falls and bashes his head on a gravestone, killing himself. Barbra flees by car but almost instantly crashes into a tree. With the man in pursuit, she flees and eventually arrives at a seemingly abandoned farmhouse where, to her horror, she discovers a woman's mangled corpse. Running out of the house, she is confronted by strange menacing figures like the man in the graveyard. Ben (Duane Jones) arrives in a truck and takes her back inside the house. A group of scientists are working on a serum called Death One, which reanimates the dead. When Dr. Alan Holder (Robert Marius) and his assistant Norma experiment on a human corpse, the corpse becomes a zombie, prompting Dr. Holder to resign from the project. As he prepares to surrender the serum to waiting military officers, a small group of criminals ambush the center; all but one are killed, and the surviving criminal manages to abscond with Death One. During a chase, the container with the serum is shot out of his hand and breaks; as he tries to pick it back up, he accidentally touches the serum. He flees to the Sweet River Resort and settles in Room 4. General Morton (Mike Monty) promises Dr. Holder that he and his men will capture the criminal. By the time they catch up to him, however, he has already succumbed to the disease, but not before infecting a bellhop and killing a maid before finally cutting off his own hand in a failed attempt to stop the spread of the infection. General Morton orders the patrons and staff killed and buried in a mass grave, and condemns the resort; the criminal's remains are delivered to him and his right-hand men, Tracey (Bruno Mattei) and Cheney (Claudio Fragasso), and burned. Years after a zombie apocalypse, survivors have set up outposts across the United States, one of which, in the city of Pittsburgh, Pennsylvania, contains a feudal-like government. Bordered on two sides by rivers and on the third by an electric fence, the city has become a sanctuary, with the rich and powerful living in a luxury high-rise called Fiddler's Green while the rest of the population subsists in squalor. The city's ruler Paul Kaufman (Dennis Hopper) has sponsored Dead Reckoning, a heavily armored vehicle that can travel through the zombie-infested areas with ease. Armed with remote-controlled heavy machine guns and video cameras, Dead Reckoning functions as a moving fireworks launch base, on the premise that zombies are fascinated by fireworks and will stare at them, ignoring their environment. Riley Denbo (Simon Baker), designer and commander of Dead Reckoning, has recently retired. Unlike Kaufman, Riley is respected for his work in protecting the city from danger, as well as for bringing critical food and medical supplies which the citizens can no longer acquire safely themselves.
