On July 4th, 2005, in a fictionalized United States alternate history reality, two towns in Texas: El Paso and Abilene were destroyed by twin nuclear attacks that triggered a catastrophe of unimaginable proportions, sending America into a state of anarchy and hysteria, as well as a Third World War (a fictionalized perspective of what the War on Terror would've escalated to). The PATRIOT Act has extended authority to a new agency known as US-IDent, which keeps constant surveillance on citizens—even to the extent of censoring the Internet and requiring fingerprints to access computers and bank accounts. In response to the recent fuel shortage in the wake of global warfare, the German company Treer designs a generator of inexhaustible energy, which is propelled by the perpetual motion of ocean currents, called "Fluid Karma". However, its inventor Baron von Westphalen and his associates are hiding the fact that the generators alter the ocean's currents and cause the Earth to slow its rotation, and that the transmission of Fluid Karma to portable receivers (via quantum entanglement) is ripping holes in the fabric of space and time.

In 2044, 25-year-old Joe works for a Kansas City crime syndicate as a "looper." Since technology in the future has made it almost impossible to successfully dispose of murdered bodies, the syndicates use time travel which was invented in 2074 and subsequently outlawed. Managed by a man sent from the future named Abe, loopers kill and dispose of victims sent back in time whose faces are hidden by a bag. They are paid with bars of silver strapped to the target. To prevent connections to the use of illegal time travel, when a looper is retired, his future self is sent back to 2044 as a target for his younger self, but with gold bars as a payment. This event is referred to as "closing the loop" and signals the end of a looper's contract. Failing to close the loop is punishable by execution.

Upon learning his mother, Kathy Raskin (Amy Landecker), is planning to sell the house, David enlists his sister Christina (Virginia Gardner) and his friends Adam Le (Allen Evangelista) and Quinn Goldberg (Sam Lerner) to go through the belongings of his father, Ben Raskin (Gary Weeks), an inventor who died in a car crash on David's 7th birthday, in the hope of finding something that David can use to get a scholarship. The film centres on Riley Jones (Shanley Caswell), a suicidal social outcast at Grizzly Lake High School who harbours an unrequited love for ironically named hipster, and friend since childhood, Clapton Davis (Josh Hutcherson). Clapton is, in turn, head over heels for Ione Foster (Spencer Locke), a beautiful self-absorbed cheerleader who was once best friends with Riley. Their friendship collapsed after Ione pursued Clapton, despite knowing of Riley's feelings for him. All three are waiting out their final year of high school, but it's anyone's guess if they'll ever see graduation, as a serial killer known as Cinderhella is on the loose and preying on Grizzly Lake's student body. The principal (Dane Cook) is certain Cinderhella is a disgruntled student at the school and figures he can keep the prom from turning into a bloodbath by putting the likely suspects in all-day (10:00 AM-10:00 PM) detention on the day of the big dance.

Captain Jean-Luc Picard wakes from a nightmare in which he relived his assimilation by the cybernetic Borg six years earlier (shown in the television episode "The Best of Both Worlds"). Starfleet informs him of a new Borg attack against Earth, but orders the USS Enterprise-E to patrol the Romulan Neutral Zone so as not to introduce an "unstable element" to the fight. Learning that the fleet is losing the battle, the Enterprise crew disobeys orders and heads for Earth, where a single, damaged Borg Cube opposes a group of Starfleet vessels. The Enterprise arrives in time to save the crew of the USS Defiant which is being commanded by Lieutenant Commander Worf. After Picard hears Borg communications in his mind, he orders the fleet to concentrate its firepower on a seemingly non-vital section of the Borg ship. The Cube is destroyed after launching a smaller sphere ship towards the planet.
