In 1927, silent film star George Valentin is posing for pictures outside the premiere of his latest hit film when a young woman, Peppy Miller, accidentally bumps into him. Valentin reacts with humor to the accident and shows off with Peppy for the cameras. The next day, Peppy finds herself on the front page of Variety with the headline "Who's That Girl?" Later, Peppy auditions as a dancer and is spotted by Valentin, who insists that she have a part in Kinograph Studios' next production, despite objections from the studio boss, Al Zimmer. While performing a scene in which they dance together, Valentin and Peppy show great chemistry, despite her being merely an extra. With a little guidance from Valentin (he draws a beauty spot on her, which will eventually be her trademark, after finding her in his dressing room), Peppy slowly rises through the industry, earning more prominent starring roles., 2h9

Davey Osborne (Henry Thomas) is an 11-year-old who lives in San Antonio with his father, Hal Osborne (Dabney Coleman). His mother has recently died, leaving just him and his father, a military air traffic controller who has problems relating to his child. Davey is a lonely child and is still grieving over his mother, so he immerses himself in the fantasy world of Cloak & Dagger, an espionage game which exists in both role playing and video forms. Davey has one friend, Kim, (Christina Nigra) a girl who lives nearby with her single mother. Davey is interested in the world of espionage and his hero is the character Jack Flack from the game. He wants to live an action-packed life like Jack Flack and he carries around a water pistol as his "gun" and a softball as his "grenade". Davey spends much of his free time playing Cloak & Dagger and spinning elaborate fantasies involving Jack Flack, an imaginary friend who takes the form of a more dashing version of his father (the role of Flack is also played by Coleman)., 1h47

Coming to the assistance of a nanny who is almost killed during a bungled hit-and-run assassination attempt, Richard Hannay (More) is surprised to find that there is no baby in her pram. Curious, he meets her at the Palace Music Hall where she has gone to see the act of Mr Memory (James Hayter). Afterwards, she goes back to Hannay's flat with him, where she reveals that she is a spy working for British Intelligence following a group called "The Thirty-Nine Steps"; all they know about their elusive leader is that he is missing the tip of a finger. The Thirty-Nine Steps are in possession of a set of top-secret plans for "Boomerang", a British ballistic missile project that could tip the balance of power in Europe. She tells Hannay that she must leave for Scotland immediately, but while Hannay is out of the room, she is killed by two hitmen.
