Synopsis
The film is set in the Ming dynasty, during the Wanli Emperor. Gu Jinfu, a eunuch from the spy agency Eastern Depot, leads a team to retrieve the Sunflower Manual, a martial arts manual which was stolen from the imperial palace. They track down and attack Lin Zhennan. Lin Zhennan encounters Linghu Chong and Yue Lingshan, two students from the Mount Hua Sect, and asks them to inform his son, Lin Pingzhi, where the manual is hidden.Actors

The film is set in Foshan, China sometime in the late 19th century during the Qing dynasty. Liu Yongfu, the commander of the Black Flag Army, invites Wong Fei-hung on board his ship to watch a lion dance. Some sailors on board a nearby American ship hear the sound of firecrackers and mistakenly think that Liu's ship is opening fire at them, so they return fire and injure the dancers. Wong picks up the lion head and finishes the performance. Liu comments about the perilous situation China is in, and then gives Wong a hand fan inscribed with all the unequal treaties signed between China and other countries.

The First Emperor searches for the elixir of immortality, and he despatches 500 teenage boys and girls to help him accomplish this task. One of his soldiers, General Meng Tianfang falls in love with one of the despatched maiden by the name Dong'er. In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

The Emperor's eunuchs have gained power and influence, the East Bureau and West Bureau spy and police the nation. They visit the shipyards, but only as a cover to execute those who would try and report their taking of bribes to the Emperor.
