Synopsis

Neil Shaw (Snipes) is an operative for the United Nations's covert dirty-tricks squad, using espionage and quasi-ethical tactics to secure peace and cooperation. In Hong Kong, Shaw infiltrates a Chinese New Year party held by Chinese business mogul David Chan (Tagawa) and covertly hacks an office laptop of a North Korean Defense Minister, and blackmails him with the misappropriation of U.N. aid money, in exchange for continuing negotiations with South Korea. Shortly after being discovered, Shaw fights his way out of the party, and suffers a gunshot wound to his shoulder during extraction.

The story is told in flashback. CIA agent Marcus Jones recounts his final mission in the form of a confession to a Catholic priest. The mission begins when Jones's mentor in the CIA, Dietrich, informs him that his next assignment is to gather intelligence for the possible prosecution of American citizens Frank Smith, an arms dealer, and John Redvale, a hedge fund manager. Jones succeeds in being hired as Smith's bodyguard and accompanies Smith to the Redvale building, where Smith is supposed to obtain $100,000,000 in cash. Unknown assailants attack the vehicle in which Smith and Jones are travelling. While Jones is distracted, Dietrich, flying above them in a helicopter with several other CIA agents, discovers that the others are traitors when they kill him. They are after the $100,000,000.

A group of vampires look for the hidden resting place of Drake, also known as Dracula—the genetic "father" of their species. They find him in a Syrian ziggurat tomb, although not before, in a moment of blood lust, he kills one of them. The vampires capitalize on Blade's reputation as a serial killer and frame him for the killing of a familiar. In 1996, psychopathic career criminal Simon Phoenix kidnaps a number of hostages and takes refuge with his gang in an abandoned building. LAPD Sgt. John Spartan uses a thermal scan of the building and finds no trace of the hostages, and leads an unauthorized assault to capture Phoenix. When he is captured, Phoenix sets off a series of explosives that bring down the building, and when the police search the wreckage, they find the corpses of the hostages. Spartan is charged with manslaughter, and he is incarcerated along with Phoenix in the city's new "California Cryo-Penitentiary", where they will be cryogenically frozen. During their time "in deep freeze", they are to be rehabilitated through subconscious conditioning.

Over the two years since the death of Deacon Frost, Blade (Wesley Snipes), the Daywalker, a vampire unaffected by sunlight and who chooses to defend humans and fight other vampires, has been trying to find his mentor Whistler (Kris Kristofferson), who survived his suicide attempt in the first crisis. Blade has been sweeping across Russia and eastern Europe, enlisting the aid of a young man, Scud (Norman Reedus), to design him a new line of gadgetry and weaponry. Blade carves his way through a large gang of vampires, sparing one, Rush (Santiago Segura), when he promises to reveal Whistler's location. Blade tells Rush he will be back for him. Blade finds Whistler locked in a tank by a gang of vampires who were keeping him alive to torture. Blade rescues Whistler and brings him back to the lair, ridding the latter's vampirism with a cure developed by Dr. Karen Jenson.

Former Green Beret Louis Stevens (Mark Dacascos) returns to his hometown of Miami after completing military service in Brazil, only to learn that his old high school has become a haven for gangs and drug dealers. After Stevens uses his Capoeira skills to kick several drug dealers off the school property, Mr. Kerrigan (Geoffrey Lewis), one of Stevens' old teachers, sees the impact that Stevens has on the students. Kerrigan gives him the task of teaching Capoeira to a handful of the worst at-risk students at the school, giving Stevens an abandoned fire station as their practice area. While doing so, Stevens earns the ire of the local drug lord, Silverio (Paco Christian Prieto), whose younger cousin, Orlando (Richard Coca), is one of Stevens' students. Silverio is also a master of Capoeira, and he engages Stevens in combat, beating him viciously. The horrified Orlando resolves to learn everything he can from Stevens. Stevens' class learns quickly, and they become very skilled at Capoeira. The principal, delighted, proposes a district-wide Capoeira program to the school board. After a field trip with his class, Stevens once again crosses swords with Silverio, who declares war against him.
