The film has a number of scenes shot on location in San Francisco during the late 1950s including shots of the Embarcadero Freeway (then still under construction) and the Sutro Baths.
Synopsis
An international drug-smuggling racket plants heroin on unsuspecting American tourists traveling in Asia, so that the dope can pass through customs undetected. Two psychopathic killers (Eli Wallach and Robert Keith) and their driver (Richard Jaeckel) then collect the contraband.Actors

On January 18, 1960, Frank Morris (Clint Eastwood) arrives at the maximum security prison Alcatraz, having been sent there after escaping from several other prisons. He is sent in to meet the warden (Patrick McGoohan), who curtly informs him that no one has ever escaped from Alcatraz. Eventually he meets his old friends, bank robber brothers John and Clarence Anglin (Fred Ward and Jack Thibeau), and he makes the acquaintance of the prisoner in the cell next to his, car thief Charley Butts (Larry Hankin). Charley Varrick (Matthau) is a crop-duster and former stunt pilot. The aging trailer-park dweller has clearly not been too successful. Together with his wife Nadine and co-conspirators Al Dutcher and Harman Sullivan (Andrew Robinson), a heavily disguised Varrick robs a bank in the rural crossroads community of Tres Cruces, New Mexico. During the robbery, two policemen and Dutcher are killed. Nadine drives the get-away car and eludes the police, but she, too, has been mortally wounded. Varrick distracts the police by blowing up the getaway car with black powder and gasoline, with his wife's body inside. He and Sullivan escape.

A psychotic serial killer calling himself "Scorpio" (Andy Robinson) murders a young woman in a San Francisco swimming pool, using a high-powered rifle from a nearby rooftop. SFPD Inspector Harry Callahan (Clint Eastwood) finds a ransom message demanding the city pay him $100,000. Scorpio also promises that for each day that the city refuses his demand, he will commit a murder, and his next victim will be "a Catholic priest or a nigger." The chief of police and the mayor (John Vernon) assign the inspector to the case, though the mayor is reluctant because of an incident involving the shooting by Callahan of a naked man with a butcher knife chasing a woman the previous year in the city's Fillmore District.
