In present-day London, Michael Walton (Toby Regbo) visits his cousins, Walter and Oliver Page (Christopher Lee and Corin Redgrave). Both the UK and the US are hinting at a military intervention in the Middle East. During a radio interview on BBC Radio 4's PM programme, Minister for International Development Simon Foster (Tom Hollander) accidentally states that a war in the Middle East is "unforeseeable". The Prime Minister's Director of Communications, Malcolm Tucker (Peter Capaldi) scolds him and tells him to toe the line of intervention. Joining the department on his first day, Simon's new aide Toby Wright (Chris Addison) manages to get him into the Foreign Office meeting that day through his girlfriend Suzy (Olivia Poulet), who works there. Leading the meeting is the US Assistant Secretary of State for Diplomacy Karen Clarke (Mimi Kennedy), who is against military intervention and flags a report by her assistant Liza Weld (Anna Chlumsky) titled "Post-War Planning, Parameters, Implications and Possibilities" (PWPPIP). The report heavily opposes intervention, noting the lack of intelligence except that which is coming from the source "Iceman". Japan had been at war with China since 1937 before declaring war on the United States and the United Kingdom. Amidst the war, Jamie Graham, a British upper middle class schoolboy fascinated with Japanese planes and pilots, is enjoying a privileged and spoiled life in the Shanghai International Settlement. At a costume party he attends with his parents, he wanders off and encounters a Japanese airplane that had been shot down. During World War II, Wehrmacht Colonel Claus von Stauffenberg (Cruise) is severely wounded during an RAF air raid in Tunisia, losing his right hand, the ring and pinkie finger on his left hand, and his left eye, and is evacuated home to Nazi Germany. Meanwhile, Major General Henning von Tresckow (Branagh) attempts to assassinate Adolf Hitler by smuggling a bomb aboard the Führer's personal airplane. Princess Victoria of Kent is the heiress presumptive to the throne during the last years of the reign of her uncle King William IV. She is brought up under a strict set of rules devised by her mother (her father having died when Victoria was a baby), the Duchess of Kent, along with the comptroller of the Duchess's household, Sir John Conroy, who calls it the "Kensington System." Conroy hopes that William IV will die while Victoria is still a minor, which would mean that the Duchess would be appointed Regent, and he would be the power behind the throne through his considerable control of the Duchess. Victoria grows rebellious and resentful of her mother and Conroy's oppressive control of her every move. During an illness, her mother and Conroy attempt to force Victoria to sign papers that would make Conroy her personal secretary upon her majority.
