Set in Los Angeles, the film relates the story of a young man, Jeff, who is trained in the martial art of Kenpō, and his fight against the Korean Mafia families.
Speakman was a student of and was advised closely by Ed Parker in the making of this film.
The film's taglines included "No gun. No knife. No equal." and "Just try him." and is the only well-known Hollywood depiction of Kenpo techniques on-screen.
The hit 1990s song The Power by rap group Snap! is featured extensively in the movie's soundtrack.

Kurt Sloane (Jean-Claude Van Damme) is the cornerman for his brother Eric (Dennis Alexio), an American kickboxing champion. Kurt and Eric travel to Bangkok to challenge Tong Po (Michel Qissi), Thailand's undefeated champion. After a brutal first round, Kurt realizes that they are outmatched by Tong Po and tries to convince his brother to stop the fight. Unwilling to give up, Eric returns for the second round and continues to take a vicious beating, finally prompting Kurt to throw in the towel. Tong Po ignores him and continues the assault, which ultimately leaves Eric paralyzed from the waist down. Eric is then carried outside and left on the street without any help, until Winston Taylor (Haskell Anderson), a retired US Army special forces member, intervenes and agrees to take the brothers to the hospital. After several hours of surgery, the doctor informs Kurt that Eric will never walk again.

Fresh out of prison, Isaiah Bone moves to Los Angeles, where underground fights are being held. One night, after watching a match involving local champion Hammerman, Bone makes a deal with promoter Pinball to get him into the fight scene for 20% of his earnings; 40% if Pinball puts his own money on the line. On that same night, Bone encounters mob boss James and his girlfriend Angela Soto. Bone enters his first underground fight and quickly defeats his opponent with only two kicks. Pinball explains to Bone that Angela was previously married, but James set up her husband Danny on a triple-homicide, sending him to jail. When James learned that she was pregnant, he had her undergo an abortion. Since then, Angela has fallen into drug addiction.

Undercover San Francisco narcotics cops Sean Kane (Chuck Norris) and Dave Pierce (Terry Kiser) head into a dark alley to meet up with an informant by the name of Tony Montoya (Mel Novak) who promises to break their big investigation wide open by providing the name of the oriental drug ringleader. Larry Chin, a Chinese martial arts expert, sneaks into the United States at a San Francisco port, looking for his brother Wei Chin who had disappeared several years prior, shortly after Larry's wife died in an accident. Set in Chicago in the 1930s, Jerry Kwan (Jackie Chan) leads a very easy-going life with his girlfriend, Nancy (Kristine DeBell), and his family. They focus on Jerry's speed and agility as he must fight very tough opponents, one of them including Billy Kiss (H.B. Haggerty), the big, bulky, unbeatable winner from previous battles who kisses his opponents after they are defeated.
