The film takes place in late 1999. India has an out-of-control nuclear satellite in orbit that is about to re-enter the atmosphere at any time, contaminating large areas of the Earth. This has caused a massive panic, with everyone trying to flee the likely impact sites. Caught in a traffic jam, impatient and disconnected Claire Tourneur (Solveig Dommartin) escapes the highway congestion by taking a side road. Her dashboard computer system announces she has left the map zone database and is on her own. She then has a couple of odd encounters, first with a pair of bank robbers (which leaves her with a large amount of cash), then with a hitchhiker being pursued by an armed party. In April 2054, Washington, D.C. has a special police force called PreCrime that stops murderers before they act. Murders are predicted using three Precogs, mutated humans who "previsualize" crimes by receiving visions of the future. Over the past six years, PreCrime has successfully reduced the city's murder rate to zero, and the Federal government is on the verge of adopting it, even though the public finds it controversial. The film is faithful to the plot of the novel. While reviewing pictures of the planet Jupiter, astronomer Jennifer Dreiser (Joanna Miles) discovers a new comet streaking through space. The joy of finding the comet is short-lived, however, when it is determined that it may hit the Earth in just eight days. Dreiser is summoned to see the President (Andrew Duggan) at his vacation home, along with a number of other experts, to discuss the situation. Astronomer Jason Voight (Richard Crenna), a specialist in near-Earth objects, shocks the group by telling them that the comet will hit within 50 miles of Phoenix.
