Benz, his son "Cool" and nephew Ngau-Ngau are part of a team of vigilantes who rob gangsters at night and distribute the loot to the needy. However, his wife is suffering from cancer and knows nothing of their activities. Unbeknownst to all of them, Benz's stepson Lionel, a police officer, is on a deep undercover assignment as an employee of a multinational company called DOA. It is later revealed that DOA is merely the corporate front of a large criminal syndicate and is run by the ruthless Mr. Ko. Lionel, who had a camera surgically implanted onto a contact lens which he wore so the police could track the syndicate's activities and eventually nab them.

In 2065, Earth is infested by alien life forms known as Phantoms. By physical contact Phantoms consume the Gaia spirit of living beings, killing them instantly, though a minor contact may only result in an infection. The surviving humans live in "barrier cities", areas protected by an energy shield that prevents Phantoms from entering, and are engaged in an ongoing struggle to free the planet. After being infected by a Phantom during one of her experiments, Aki Ross (Ming-Na) and her mentor, Doctor Sid (Donald Sutherland), uncover a means of defeating the Phantoms by gathering eight spirit signatures that, when joined, can negate the Phantoms. Aki is searching for the sixth spirit in the ruins of New York City when she is cornered by Phantoms but is rescued by Gray Edwards (Alec Baldwin) and his squad "Deep Eyes", consisting of Ryan Whittaker (Ving Rhames), Neil Fleming (Steve Buscemi) and Jane Proudfoot (Peri Gilpin). It is revealed that Gray was once romantically involved with Aki.

In June 2000, a group of Fuzhou people spend a fortune for various reasons to be smuggled to the United Kingdom. They are first sent to Quailin, before crossing the border to Vietnam. After waiting there for fake documents for flying to Moscow, they head to the Netherlands. They are unable to travel to Moscow as the people smugglers are detected. The plan is changed and all the illegal immigrants have to travel to Ukraine by car, then walk across the border to the Czech Republic through snowstorms. They are able to sneak into the Netherlands and hide in a truck to enter into the United Kingdom, but the airtight space in the truck results in the deaths of 58 people, leaving only 2 survivors.

Bu (Shu Qi) is a beautiful young girl from a small Taiwanese fishing village who discovers a romantic message in a bottle. Whilst working for the CIA, Chan Ka-kui (Jackie Chan) is assigned to follow leads of a nuclear smuggling case. He follows a woman named Natasha to Ukraine, when he realizes that she had been hiding vital information, Ka-kui calls for backup and she is later arrested. However, Natasha's partner is an unknown man, who turns out to be Jackson Tsui (Jackson Liu), a Chinese American nuclear scientist with CIA links, suspected of stealing a nuclear warhead. Ka-kui follows Tsui to a restricted area, and after a trap set by Tsui, the CIA agents together with Ukrainian authorities engage in battle. Ka-kui finds a briefcase which contained evidence from Tsui, but as he is chased by unknown forces, Ka-kui loses the briefcase as he falls into frozen waters.
