Danny O'Brien (Chuck Norris) is a cop who likes to work alone that never waits for his back up. In L.A. he is trying to apprehend the notorious Simon Moon (Jack O'Halloran), also known as The Terror. Simon has been killing women by snapping their necks and taking them to his lair in an abandoned movie theater. O'Brien is attacked by Simon who almost kills him in the struggle. When the killer flees the scene and climbs up a ladder he slips and falls, knocking himself unconscious. When the backup arrives they think O'Brien caught The Terror and the people of L.A. call him "Hero". Simon is then arrested and taken to jail.

The film opens in the countryside outside the fictional town of Lahood, California, and takes place sometime in the 1870s or early 1880s (based on remarks in the film about outlawing hydraulic mining). Thugs working for big-time miner Coy LaHood ride in and destroy the camp of a group of struggling miners and their families who have settled in nearby Carbon Canyon and are panning for gold there. In leaving, they also shoot the little dog of fourteen-year-old Megan Wheeler. As Megan buries it in the woods and prays for a miracle, we see a stranger heading to the town on horseback.

October 17, 1984: It is late morning in Chicago's Uptown neighborhood where a sting operation is taking place. Two Texas-based United States Border Patrol Agents, Logan (Kris Kristofferson) and Wyatt (Treat Williams), are tasked by their obnoxious boss (Kevin Conway) to begin planting motion-detection sensors in their sector at the Federal government's request, something that Wyatt believes will lead to many of the Patrol being forcibly retired and the remaining agents stuck behind computer screens all day. While Logan and Wyatt are planting a sensor, they discover a Jeep buried in the desert containing a man's skeleton (identified as Michael F. Curtis from San Antonio), a high-powered rifle, and $800,000 in cash. Logan wants to use the money to finance their escape from their brutally hard jobs and uncertain futures, while Wyatt is reluctant; they agree to put out the Jeep's license plate information to the Sheriff's department, and later discuss the matter with Sheriff Wells (Rip Torn) who tells Logan his father Matt was a hero. They take the money to a source Logan trusts and learn the bills are legitimate but somewhat unusual, as many of them were circulated directly from the Federal Reserve in Dallas and are all dated between 1962 and 1963.

Two bicyclists cycling on a canyon are followed by a mysterious black car down the road. At the bridge, the car proceeds to crush one cyclist against the wall, and ram the other from behind, causing him to fall off the bridge. A hitchhiker, hoping to get a ride, encounters the car and insults it after it purposefully tries to run him down. In response, the car runs over him and leaves. The local sheriff's office, called to the first of a series of hit and run deaths, get a lead on the car that appears heavily customized and has no license plate, as pointed out by Amos Clemens (R. G. Armstrong) after he sees it run over the hitchhiker.
