The Cold War espionage thriller follows the moves of British anti-hero spy Charlie Muffin (Hemmings) who has fallen on hard times since the forced retirement of Sir Archibald Willoughby, his previous boss at the U.K. secret service (played by Sir Ralph Richardson). His new boss, Sir Henry Cuthbertson (Ian Richardson), who epitomizes the haughty upper class British imperialist, hardly attempts to conceal his disdain for the under-educated agent who quite obviously doesn't stem from the "right class". Right at the start of the film, we witness how Charlie has evidently been deemed expendable and accordingly gets set up to be caught or killed during a joint mission in East Germany — this despite Muffin essentially having been responsible for the mission's success. Cuthbertson's lap-dog agents Snare and Harrison — who are both totally lacking in experience and as arrogant as their boss — are shocked and embarrassed to see Muffin returning alive and well.

The film takes place in 1920, in the Midlands mining town of Beldover. Two sisters, Ursula and Gudrun Brangwen, discuss marriage on their way to the wedding of Laura Crich, daughter of the town's wealthy mine owner, Thomas Crich, to Tibby Lupton, a naval officer. At the village's church, each sister is fascinated by a particular member of the wedding party – Gudrun by Laura's brother, Gerald, and Ursula by Gerald's best friend, Rupert Birkin. Dr. Who (Cushing) and his granddaughters, Susan (Tovey) and Barbara (Linden), show Barbara's boyfriend Ian (Castle) the Doctor's latest invention, a time machine called TARDIS. When Ian accidentally activates the machine it transports them to a petrified jungle on a world devastated by an ancient nuclear war, fought between the Daleks and the Thals. (Although the planet is not named in the film, in its sequel it is retroactively revealed to be called Skaro, matching the name given in the television series.) At the conclusion of the war the Daleks, heavily mutated by radiation, encased themselves in protective machines and retreated into their city. The humanoid Thals survived the fallout through the use of an anti-radiation drug and became a peaceful race of farmers. The Thals' crops have recently failed, however, and they have journeyed to the petrified jungle to seek help from their former enemies. The Daleks, while determined to become the dominant race on the planet, are unable to leave the city due to their vulnerability to radiation and reliance on static electricity to power their travel machines.

The film's protagonist, Janet, is a young student attending boarding school. After a number of nightmares concerning her mother, whom she saw kill her father when she was young, the girl is sent home to her guardian, Attorney Henry Baxter. At home, she is assigned a nurse. Janet begins having more nightmares this time concerning an unknown woman with a scar and a birthday cake. The dreams get worse and worse. Finally, her guardian brings home his wife, whom Janet has never met. Janet is introduced to the woman at her birthday celebration. The cake and woman from her dreams with the scar appearing at once is enough to make Janet snap. She kills the woman by stabbing her - the same way her mother killed her father. Janet is committed. Meanwhile, her guardian Henry and the nurse, who was disguised to look like the woman with a scar to drive Janet mad, celebrate the loss of Janet. However, the two do not go unpunished.
