In 1978, a young Dave Buznik is about to kiss the girl of his dreams, when a local bully, Arnie Shankman, pulls down his pants and underwear, embarrassing him in front of everybody. This leaves Dave with lasting trauma about public affection, as well as repressing his emotions. The NDR series robot "Andrew" (Robin Williams) is introduced in 2005 into the Martin family home to perform housekeeping and maintenance duties. The family's reactions range from acceptance and curiosity, to outright rejection, and deliberate vandalism by their surly older daughter, Grace (Lindze Letherman), which leads to the discovery that Andrew can both identify emotions and reciprocate in kind. When Andrew accidentally breaks a figurine belonging to "Little Miss" Amanda (Hallie Kate Eisenberg), he carves a replacement out of wood. The family is astonished by this creativity and “Sir” Richard Martin (Sam Neill) takes Andrew to his manufacturer, to inquire if all the robots are like him. The CEO of the company sees this development as a problem and wishes to scrap Andrew. Angered, Martin takes Andrew home and allows him to pursue his own development, encouraging Andrew to educate himself in the humanities.

Paul Armstrong (Sean Connery), a liberal Harvard professor opposed to capital punishment, is persuaded to go to Florida, to investigate the conviction of Bobby Earl Ferguson (Blair Underwood) for murder. The film is narrated in flashback by Jake Briggs (Eric Stoltz), a young aspiring playwright, culminating in the production of one of his plays off-Broadway by agent Carl Fisher (Tony Curtis). The play is a flop, at least in part because the lead parts are given to two actors, Dana Coles and Jason Brett (Kathleen Turner and Chris Noth), who are "not right" for the roles. Bob Roberts takes place in Pennsylvania in 1990. It depicts a fictitious senatorial race between a conservative Republican folk singer, Bob Roberts (Tim Robbins), and the incumbent Democrat, Brickley Paiste (Gore Vidal). The film is shot through the perspective of Terry Manchester (Brian Murray), a British documentary filmmaker who is following the Roberts campaign. Through his lens we see Roberts travel across the state, performing songs about drug users, lazy people and the triumph of traditional family values over the rebelliousness of the 1960s. As the campaign continues, Paiste remains in the lead until a scandal arises involving him and a young woman who was seen emerging from a car with him.
