Robert (Bobby) Houston is an American actor and filmmaker from California. Houston first became known for his character Bobby in Wes Craven's 1977 horror classic The Hills Have Eyes. He was responsible for editing together the first two Lone Wolf & Cub Japanese action films into a partially rescored, English-dubbed cut called Shogun Assassin in 1980. Houston also wrote and directed several independent films in the 1980s, including the 1984 teen comedy Bad Manners (aka: Growing Pains). In 1995 Houston's partner died of AIDS. Houston returned to cinema three years later with his first documentary, Rock The Boat. Houston has become a respected director with his two biggest films, Mighty Times: The Legacy of Rosa Parks in 2002, which was nominated for an Academy Award in 2003 and Mighty Times: The Children's March in 2004 which won an Academy Award in 2005.

The film begins with Bobby Carter and his psychiatrist discussing the events of the first film, which took place eight years ago. Bobby is still traumatized by those events, but he and Rachel (formerly known as Ruby) now own a biker team, and have also invented a super fuel that can power bikes. The team is due to race in the same desert where the original massacre took place, and Bobby's psychiatrist tries to convince him to go, but he decides against it, and Rachel takes his place. The team consisting of the blind Cass, her boyfriend Roy, Harry, Hulk, Foster, Jane and Sue meet up at a bus and set off. Along the way, they pick up Beast from the dog pound, the dog previously owned by the Carters, who now belongs to Rachel.

At a run-down gas station in the middle of the desert, an old man, Fred (John Steadman), is packing his truck when a ragged and somewhat feral teenage girl named Ruby (Janus Blythe) approaches him. She offers to trade what she has in her bag for food, but the old man refuses. They walk into a small cabin, and Fred scolds her for what "they" have done. Ruby says that her family ambushed a nearby airfield because they were hungry and no one passes by their home anymore. She pleads with Fred to take her with him, but he refuses and warns Ruby that she could be in danger if "the pack", in particular someone named Jupiter, learns what she is doing. She replies that his life will be in danger as well if Jupiter finds out that he is trying to leave. A noise distracts them, and Ruby hides.
