American video game designer Roger Dearly (Jeff Daniels) lives with his pet dalmatian, Pongo, in London. One day, he takes Pongo for a walk in St. James's Park, and he sets his eyes on a beautiful female dalmatian named Perdita. After a frantic chase through the streets of London, Roger and Pongo discover that Perdita likes Pongo; and her owner, Anita Campbell-Green (Joely Richardson), falls in love with Roger when they meet. After they both end up falling into the lake as a result of their dogs, they return to Roger's home, and Anita accepts his proposal to wed. They get married along with Perdita and Pongo.

In 1625 France, following in his late father's footsteps, D'Artagnan (Chris O'Donnell) sets off to Paris in hopes of becoming a member of the Musketeers, a band of men sworn to serve and protect the King of France. D'Artagnan is pursued by Gérard and his brothers, who accuse him of blemishing their sister's honor. Gérard saw his sister kissing d'Artagnan goodbye or as d'Artagnan put it "she wanted to give me something to remember her by!" At Musketeer Headquarters, Captain Rochefort (Michael Wincott) and the cardinal's guards have disbanded the musketeers as per the orders of Cardinal Richelieu (Tim Curry), the King's minister, ostensibly to help fight in an impending war with England. Rochefort confides to the Cardinal that there are three musketeers that have refused to relinquish their duties: Athos (Kiefer Sutherland), Porthos (Oliver Platt), and Aramis (Charlie Sheen).

At the beginning of the film, two lonesome Texas Rangers, Roland Sharp (Tommy Lee Jones) and Maggie Swanson (Liz Vassey), are going to a church in order to question Percy Stevens (Cedric the Entertainer) about the whereabouts of his former prison roommate, Morgan Ball, who they want to testify against organized crime boss John Cortland. Percy is indignant, telling Sharp and Swanson that he is a "man of God" and hasn't spoken with Ball in years. However, Percy's cellphone rings, displaying Ball's name. Sharp and Swanson track down Ball to the warehouse, where Ball gives Sharp a key in an attempt to buy him off. Instead, Sharp takes the key and forces Ball outside, where FBI agent Eddie Zane (Brian Van Holt) is waiting. As they talk, a sniper begins shooting, wounding Swanson and giving Ball a chance to escape. It is revealed the sniper is after Ball, and a group of cheerleaders from the University of Texas at Austin witness his murder. Agent Zane is found shot in the arm next to Ball's body and claims he didn't see the sniper.
