Elwood P. Dowd (Stewart) is a middle-aged, amiable (and somewhat eccentric) individual whose best friend is an invisible 6' 3.5" tall rabbit named Harvey. As described by Dowd, Harvey is a pooka, a benign but mischievous creature from Celtic mythology who is especially fond of social outcasts (like Elwood). Elwood has driven his sister and niece (who live with him and crave normality and a place in society) to distraction by introducing everyone he meets to his friend, Harvey. His family seems to be unsure whether Dowd's obsession with Harvey is a product of his (admitted) propensity to drink or perhaps mental illness.

Set in Tulsa, Oklahoma, the film begins in a diner called Bennys Billiards, where local tough guy Rusty James is told by Midget that rival group leader Biff Wilcox wants to meet him that night in an abandoned garage lot for a fight. Accepting the challenge, Rusty James then talks with his friends — the wily Smokey, loyal B.J., and nerdy Steve - who all have a different take on the forthcoming fight. Steve mentions that Rusty James' older brother, "The Motorcycle Boy," would not be pleased with the fight as he had previously created a truce forbidding gang fights, or "rumbles." Rusty James dismisses him, saying that Motorcycle Boy (whose real name is never revealed) has been gone for two months, leaving without explanation or promise of return.

Rimsky-Korsakov, a midshipman in the Imperial Russian Navy, secretly yearns to be a composer, but naval regulations prevent him from doing so. He uses a stopover in Tangiers to work on his next composition, Scheherazade (which is actually a symphonic suite but in the film is a ballet), with the tacit support of his captain. There he meets Cara de Talavera and her mother, and romantic events and complications ensue. He has to leave to return home to Russia, where his ballet is staged, but Cara unexpectedly turns up as one of the dancers, and they are reunited.

Erique Claudin (Claude Rains) had been a violinist at the Paris Opera House for twenty years. However he has been losing the use of the fingers of his left hand, which affects his violin-playing. He is dismissed because of this, the conductor of the opera house assuming that he has enough money to support himself. This is not the case however, for Claudin has spent it all by anonymously funding the music lessons of Christine Dubois (Susanna Foster), a young soprano whom Claudin has secretly fallen in love with. In a desperate attempt to gain money, Claudin tries to get a concerto he has written published. After submitting it and not hearing a response, he becomes worried and returns to the publishers, Maurice Pleyel & Georgette Desjardins, to ask about it. No one there knows what happened to it, and do not seem to care. Claudin persists, but Pleyel rudely tells him to leave and goes back to the etchings he was working on.
