In the future, on the planet Dorothy, a world dominated by canine humanoids, duck's ass-hairstyle wearing "Sweet" JP races in the planet's Yellowline car race, a final elimination race despite two interplanetary wars to the most popular race in the galaxy, the Redline. The crowd is watching the race on an outdoor giant monitor screen in the desert town of the Water Stop. His mechanic, Joshua "Frisbee" Flathead, is watching the televised race with a mafia boss. The gambling boss is concerned that JP might attempt to win the fixed race but Frisbee reassures him that JP needs bail bond funds from the pay-off. JP attempts to win anyway while Frisbee resorts to using a remote detonator transmitter hidden in the palm of his hand which the mob boss doesn't notice, causing JP's TransAM20000 to explode and making the 'Crab Sonoshee Sea' hovercraft piloted by female racer Sonoshee "Cherry Boy Hunter" McLaren the winner.
Leo Tego (Tego Calderón) is in a prison of the Dominican Republic, ranting about corporations holding back the electric car and starting wars for oil while, on the streets, Rico Santos (Don Omar) chats to an old man unable to find enough gas. Han Lue (Sung Kang) arrives and is collected from the airport by Cara Mirtha (Mirtha Michelle) and Malo (F. Valentino Morales). They drive him back to Santos' house, where his aunt Rubia (Adria Carrasco) is struggling with rising prices linked to the cost of gas and Dominic Toretto (Vin Diesel) is working on his car. The team then enjoy a welcome meal with the family. After breaking Leo out of prison, they head to a club, where Han and Cara flirt while Dominic meets up with local politician Elvis (Juan Fernandez), who informs them of a window of opportunity to hijack a gas shipment. While relaxing at the club afterwards, Dominic is surprised by the arrival of Leticia Ortiz (Michelle Rodriguez), who has tracked him from Mexico. The two drive together to the beach, where they rekindle their romance.
When the older brother (Tommy Nash) he idolizes is run off the road by a ruthless drug dealer (Darren Thomas) during a nighttime street race known as Sepulveda Suicide, Rick Merchant (Jaz Martin) channels his grief into getting revenge behind the wheel. World-famous European race car driver, Duessel Dorf, comes to America to take on his greatest challenge-stock car racing at Sears Point Raceway. However, Dorf, with his usual skill, soon turns the race into a shambles and sets the world of stock car racing on its ear.

Before leaving, Weyland arranges Lucas to have surgery to heal the infected and deadly scars on his face sustained from his gruesome crash. With Carl Lucas, also known as Frankenstein (Luke Goss), one win away from gaining his freedom, York coaches Lucas to lose his races and threatens his life if he fails to comply.
