A woman spy and some male agents working for the Germans during World War I land at night near the British naval base at Scapa Flow, from a U-boat. The British, led by Col. Foreman, ambush the landing party, capturing two of the men, but the woman gets away. Foreman fakes the execution of one of the spies, thus tricking the second one, Meyer, into becoming a double agent in the hopes of using him to capture his woman accomplice, whom Meyer identifies under the codename Fraulein Doktor. Fraulein Doktor is portrayed as a brilliant spy who stole a formula for a nerve gas which the Germans used to great effect against the Allies on the battlefield.

A contingent of Italian prisoners of war arrive on a train from Germany after World War II to Turin. The city where Ernesto (played by Nazzari) lives has been bombed, his mother is dead and his sister has gone missing. State help for returning veterans is scant and bureaucracy rampant. Ernesto tries to get an honest job, but fails. After finding a lost purse and meeting the dangerously seductive Lidia (played by Anna Magnani), Ernesto discovers the whereabouts of his lost sister (played by Carla del Poggio), who has turned to prostitution to survive during the war years. He unwittingly causes her death, kills her pimp, escapes capture with Lidia's help and joins her gangster band.

Spy extraordinaire Derek Flint (James Coburn) is an ex-agent of Z.O.W.I.E. Fictional television station WIDB-TV (channel 8) experiences problems with its late-night airing of science-fiction classic Amazon Women on the Moon, a 1950s B movie in which Queen Lara (Sybil Danning) and Captain Nelson (Steve Forrest) battle exploding volcanoes and man-eating spiders on the moon. Waiting for the film to resume, an unseen viewer begins channel surfing—simulated by bursts of white noise—through late night cable, with the various segments and sketches of the film representing the programming found on different channels. The viewer intermittently returns to channel 8, where Amazon Women continues to resume airing before faltering once more.

The Rider arrives on his advanced motorcycle with its artificial intelligence computer Einstein. He crashes but manages to pass through the 'wall of illusion' and is found and brought back to health by the Enlightened Elders. They have chosen him to lead their fight against the evil Omega, an Orwellian state run by the evil Prossor. The Elders are allied with the resistance movement, the Outsiders. The Rider first helps Nastasia and the other Outsiders by rescuing McWayne, Nastasia's father and leader of the Outsiders. While the Rider and McWayne successfully escape, Nastasia is captured and subjected to brainwashing by Prossor.
