Shin-Ei Animation Co., Ltd (シンエイ動画株式会社, Shin'ei Douga Kabushiki Gaisha) is a Japanese animation company owned by TV Asahi Corporation. Founded in Tokyo in 1976, it is the successor to A Production, a previous animation venture by its founder, Daikichirō Kusube, who was previously an animator for Toei Animation. Shin-Ei is the animation studio behind the biggest hit anime television series, Doraemon and Crayon Shin-chan, which still run on Japanese TV since 1979 and 1992 respectively.

The film begins with Shin and his family attending a convention that dates back to the 20th century. Even though adults like Hiroshi and Misae are filled with fascination and excitement, children like Shin and Himawari are disinterested and concerned for their parent's nostalgia. As this goes on, Ken and Chaco (the owners of the convention) discuss plans to "rid of the smell of the 21st century." This takes into effect during the night as Hiroshi and Misae suddenly sleeps for the night.

One day Shin Chan on his way back found a ball near a river and brought it home. Himawari saw that ball and swallowed it as she loves shining things. Later it was known that it was a mysterious ball that belonged to Devil Jack and two gangs for which they were fighting with each other for getting the ball. It was considered that they could win the world with that ball by releasing the Devil Jack. Himawari was kidnapped by the king Jed, but later she was released. Devil Jack was accidentally released by Shin Chan.

In their religion, it is said that when there are two people who are like twins, they can get the wealth which is hidden in the Buri Buri Kingdom.The movie starts when one boy named Sunchan (Sunnokeshi) gets kidnapped by some Buri Buri men. This was in a kingdom in the Middle East.

Action Kamen's 'Action Stone' has been robbed by Leotard Devil (Higure Rakshas called in India). Without the Action stone, he can't go to his world. So he chooses Shinchan and his family to get back his stone through the Action Card numbered 99 (the most precious card in the whole set of choco chips.) According to the plan of Action Kamen and Ririko, they make Shinchan's family to move to a beach so they can make them travel to the parallel world so they could help them to defeat the Leotard Devil (Higure Rakshas in India).
