A serial killer/vigilante known as the "Party Crasher" (Stephen Lang) telephones the police, notifying them that he is about to murder another individual at a night club, daring them to stop him. Police converge on the night club, but the officers, including tough but cynical NYPD cop Lieutenant John Moss (James Woods), are unable to stop the gunshot killing of a local drug dealer. The Party Crasher flees in the ensuing chaos, and Moss is thrown off a car while trying to stop the killer. While Moss has his injuries tended to, he barks some obscene comments at media members and cameras.

L.A.P.D. Sergeants Martin Riggs (Gibson) and Roger Murtaugh (Glover) arrive at an evacuated building believed to have a bomb in it. Against orders, they go inside to investigate the bomb. Riggs decides to deactivate the bomb himself instead of waiting for the Bomb Squad to arrive. Unfortunately, he causes the bomb to detonate and the whole building to collapse. This causes them to be demoted to uniform duties, which upsets Murtaugh because he only has seven days until retirement. While on street patrol, the two thwart a robbery using a duplicate armored car, although they only manage to catch one of the two would-be thieves. During the arrest, it is discovered the criminals were armed with a new type of armor-piercing bullet, informally referred to as "cop killers". For their efforts in stopping the raid, Riggs and Murtaugh are reinstated as Detective Sergeants by their superior, Captain Murphy (Kahan). Murphy introduces internal affairs Sergeant Lorna Cole (Russo) to the two detectives and informs them that the suspect they have in custody from the raid is a known associate of former L.A.P.D. Lieutenant and suspected arms dealer: Jack Travis (Wilson).

The plot revolves around a series of couples in Monte Carlo, Monaco. Ka-Kui is the "supercop" of the Hong Kong police, with amazing martial arts skills. He is sent to Guangzhou, where the Chinese police force's Interpol director, Inspector Jessica Yang (Michelle Yeoh), briefs him on his next assignment. The target is Chaibat, a drug lord based in Hong Kong. To infiltrate Chaibat's organization, Ka-Kui is to get close to Chaibat's henchman Panther, who is in a Chinese prison. Ka-Kui, posing as a petty criminal prisoner, manages Panther's escape with the connivance of the guards. Grateful Panther invites Ka-Kui to go with him to Hong Kong and join Chaibat's gang. Panther meets up with some of his other men, and vouches for Ka-Kui. The group heads for Hong Kong.

Whilst working for the CIA, Chan Ka-kui (Jackie Chan) is assigned to follow leads of a nuclear smuggling case. He follows a woman named Natasha to Ukraine, when he realizes that she had been hiding vital information, Ka-kui calls for backup and she is later arrested. However, Natasha's partner is an unknown man, who turns out to be Jackson Tsui (Jackson Liu), a Chinese American nuclear scientist with CIA links, suspected of stealing a nuclear warhead. Ka-kui follows Tsui to a restricted area, and after a trap set by Tsui, the CIA agents together with Ukrainian authorities engage in battle. Ka-kui finds a briefcase which contained evidence from Tsui, but as he is chased by unknown forces, Ka-kui loses the briefcase as he falls into frozen waters.
