Mr. Carey (Ralph Morgan), a captain in the United States Navy, dies during the Spanish–American War. His wife Margaret, daughters Nancy and Kitty and sons Gilbert and Peter are left behind. They are now on their own with only Capt. Carey's pension for income. The family moves into a series of ever-smaller rented houses while Mrs. Carey works in a textile mill. When she is injured, they lease a broken down mansion for a year at a nominal fee, and invest the captain's small life insurance payment to fix it up into a boarding house. Both daughters fall in love, Kitty with a local teacher and Nancy with Tom Hamilton (Frank Albertson), the son of the absentee owner.

Martha Manning is on her way to imagined fame and fortune in Hollywood and stops off at Pop Barkley's hamburger stand thirty miles from the city of her dreams. A stray dog enters as does Larry Winters who thinks the dog belongs to Martha. Feeding the dog his hamburger Larry notices the dog dancing to The Emperor's Waltz on Pop's jukebox and thinks the dog belongs to Martha. Martha feels Larry is a wolf and leaves the cafe with Larry vowing to track her down in Hollywood to return her dog who he has named "Emperor".

The story picks up as Father Dick Ball in San Diego, California, tells the story of his childhood friend, John Joseph Montgomery, who was the first American to ever fly a glider plane in 1883. As early as 1879, John told his girlfriend Regina Cleary about his dreams of flying, although his family was very much opposed to this idea and considered him a fool. West Point cadet Rockwell "Rocky" Gilman is called before a hearing brought after an influential cadet, Raymond Denmore, Jr., is forced to leave the academy. Gilman has reported Denmore for lying to him during training, and in retaliation has been accused of bullying and hazing the dismissed cadet. Denmore's attorney, Lew Proctor, attacking the academy and its Honor Code system, declares that Gilman is unfit and possibly criminally liable. Gilman is confined to quarters by the academy superintendent and warned not to discuss the case with anyone. Consequently, he breaks a date his girlfriend Ann Daniels without explanation. The hearing resumes and Gilman's classmate, Eddie Loughlin, recounts how Gilman uncomplainingly withstood the rigors of academy training, especially during his plebe year, when he was still recovering from war wounds. Gilman takes the stand and testifies about his war experiences.
