John "Kit" McKittrick (John Garfield) endured two years of brutal torture after being captured in the Spanish Civil War. However, he managed to withhold the vital information sought by his captors, particularly their leader, a never-seen Nazi with a limp. His lifelong friend, Louie Lepetino, arranged his escape. When Louie, a New York police lieutenant, dies under suspicious circumstances, Kit ends his convalescence in Arizona and returns to the city to investigate. In 1941, at a staff meeting in Washington, D.C., two officers of the U.S. Army Air Corps (and old friends) debate the importance of bombardiers. Major "Chick" Davis (Pat O'Brien) argues that a bombardier, using the top secret American bombsight will be the "spearhead of our striking force." After a year of observing the Royal Air Force fight the German Luftwaffe, Capt. "Buck" Oliver (Randolph Scott) is not convinced a bomber can get "so close that a bomb can't miss" and that new pilots are the priority. Davis challenges Oliver to a "bombing duel" to test their respective points of view. Oliver, using a dive bomber, misses the stationary target with all his bombs, while Davis, bombing from 20,000 feet in a Boeing B-17 Flying Fortress, succeeds in hitting his target with his first bomb.

Judy Benjamin (Goldie Hawn) a 28-year-old whose lifelong dream is to "marry a professional man", joins the U.S. Army after her new husband (Albert Brooks) dies on their wedding night during sex. Second Lieutenant Peter Stirling (Donald O'Connor) is caught behind Japanese lines in Burma during World War II. Francis, a talking Army mule (voiced by Chill Wills), carries him to safety. When Stirling insists that the animal rescued him, he is placed in a psychiatric ward. Each time Stirling is released, he accomplishes something noteworthy (at the instigation of Francis), and each time he is sent back to the psych ward when he insists on crediting the talking mule. Finally, Stirling is able to convince General Stevens (John McIntire) that he is not crazy, and he and the general become the only ones aware of Francis' secret. In an effort to get himself released from the psych ward, Stirling asks Stevens to order Francis to speak, but the mule will not obey until it becomes clear that Stirling will be arrested for treason if he remains silent.

Specialist Ray Elwood (Joaquin Phoenix) is a U.S. Army soldier stationed in Stuttgart, Germany, in 1989. Bored with the lack of a war, he instead devotes his attention to black market deals, as well as cooking heroin for a gang of drug-dealing Military Police led by Sergeant Saad.
