The film opens with 16-year-old Telly (Leo Fitzpatrick) and a 12-year-old girl who are making out on a bed. With no adults around, Telly convinces the girl, who is a virgin, to have sex with him. Afterwards, he meets his friend, Casper (Justin Pierce), and tells him about his sexual experience in graphic terms. They go inside a local store, where Casper shoplifts a bottle of malt liquor as Telly distracts the cashier. Looking for drugs, food and a place to hang out, they head to their friend Paul's (Sajan Bhagat) apartment, though they express dislike of him on the way there. They arrive at Paul's house, talk about sex and smoke marijuana while watching a skate video (Video Days). Casper inhales nitrous oxide out of balloons, which Telly considers dangerous. The scene intercuts with a group of girls, among them Ruby (Rosario Dawson) and Jennie (Chloë Sevigny), talking about sex—each gender contradicting what the other gender says, especially about oral sex.

While moving a train pulled by engines #777 and #767 at the Veteran Allegheny and West Virginia Railroad (AWVR) trainyard in the fictional city of Fuller Pennsylvania, the two hostlers Dewey and Gilleece take ill-advised shortcuts and accidentally allow the engine to leave the trainyard on its own power without the air brakes engaged. Initially believing the train to be a "coaster", yardmaster Connie Hooper orders Dewey, Gilleece, and chief welder Ned Oldham to drive and catch up the train to stop it. When Oldham finds that the train has already past where it was supposed to be, they realize that the train is running on full power and now poses a dangerous threat. Dewey and Gilleece manage to catch up to 777 using a high-railing truck, but fail to board the train in time. Hooper alerts Oscar Galvin, director of operations for AWVR, as well instructs the local and state police and sheriffs to secure all the grade crossings to prevent injury. Visiting Federal Railroad Administration safety inspector Scott Werner finds that 8 cars being pulled by 777 contain molten phenol which would be a major disaster if the train should crash or derail in a populated area. News of the runaway train soon becomes a media event.

As described in a film magazine review, Jeff Hillington (Fairbanks), son of railroad magnate Collis J. Hillington (Bytell), tires of the East and longs for the wild and woolly West. He has his apartment and office fixed up in his understanding of the accepted Western style, which he has gleaned from dime novels. A delegation from Bitter Creek comes to New York City seeking financial backing for the construction of a spur line, and go to Collis to explain their proposition. Collis sends Jeff to investigate. The citizens of Bitter Creek, realizing that a favorable report from Jeff is necessary, decide to live up to Jeff's idea of a Western town. They set up a program with a wild reception for Jeff, a barroom dance, and a train holdup. Steve Shelby (De Grasse), a grafting Indian agent, knowing that he is about to be caught by the government, decides to do "one more trick" and enters into the plan to rob the train, turning it into a real scheme. Events turn earnest and Shelby kidnaps Nell Larabee (Percy), with whom Jeff has fallen in love. The entire crowd has been trapped in the dance hall, which is surrounded by Indians, and Jeff's revolver loaded with blanks. When the situation is finally explained to Jeff, by superhuman efforts (and typical Fairbanks surprises) he rounds up the Indians, rescues the girl, completely foils the scheme of Steve, and becomes the hero of the hour, getting to marry Nell.

At a police station in Niagara Falls, Ontario, new detective Jeffrey Cornwall is sitting down for a job interview with Nicole Dunlop who works in the Internet Child Exploitation Unit. He recoils in disgust after seeing the images related to open cases and Nicole tells him that these are the images he will have to see every day. Meanwhile, Niagara Falls resident Matthew Lane picks his nine year old daughter Cassandra up from the arena after her figure skating practice. He comments that her wearing one white skate and one black skate is an unnecessary gimmick given her skill. On the way back, Matthew stops to pick up pie, leaving Cassandra in the car. Minutes later he returns to find her missing and calls out to no success. He reports the abduction to the police station where Dunlop and Cornwall are assigned to the case. Cassandra's mother Tina Lane arrives and breaks down in a fit of fury directed at Matthew.
