After the mayor of the fictional village San Pedro de los Saguaros is lynched by angry villagers, a petty PRI party member named Juan Vargas (Damián Alcázar) is appointed temporary mayor by the state governor. At first the new mayor attempts to do good but a lack of funds cripples his efforts, and the bribe of a brothel owner sets him on the path to corruption. Seeking help from his superior, the secretary to the PRI governor, he is given a copy of the constitution of Mexico and a revolver and is told that the only law is Herod's law: literally translated: "either you get screwed or you get fucked." After an international faux pas goes viral, the Mexican Government urges Television Mexicana, the most powerful Mexican television corporation, to create a media distraction. Television Mexicana discloses a scandalous story involving Governor Carmelo Vargas (Damián Alcázar) in serious crimes and illicit business. Raja Rao Bahadur (Kanta Rao) is the head of a wealthy and charitable landlord family who has a young son Sreedhar. Mateo Melgarejo (played by Mario Moreno "Cantinflas") is a notary public and scribe for the illiterate people of Santo Domingo, a neighborhood north of Mexico City's Zócalo. A squatter friend asks for his help in negotiating with the land census bureau to regularize a land title. After a great deal of frustration with the government bureaucracy, he writes a letter to the cabinet minister, earning an audience with him. The minister hires Melgarejo to reform the bureau, and the appointee proceeds to lecture the officials on their duties in a democratic society. At the end, he gives up the post, returning to Santo Domingo to help its poor residents.
