Pilot William "Sky" Kelly (Donald Stewart) is held responsible for an aircraft crash in which a passenger is killed; however, his friend, wealthy playboy James "Jim" Spence (Richard Greene), was actually piloting the aircraft. Kelly's sister Sydney (Carla Lehmann), a newspaper reporter, vows to clear her brother and name Kelly as the culprit. Spence and Sydney later meet amicably, but when a scandal photographer reveals Sydney's profession, Spence suspects her motives and ends their budding relationship.

Bulldog Drummond (Atholl Fleming) is injured when his car that has been sabotaged is involved in a crash. Tommy Gander (Arthur Askey), a vaudeville comedian, pulls the communication cord on a GWR express train, bringing it to a stop so he can retrieve his hat. Theodore Honey (James Stewart), an eccentric "boffin" with the Royal Aircraft Establishment, is working on solving a difficult aviation crash problem. Captain Hardt (Conrad Veidt), a World War I German U-boat commander, is ordered to lead a mission to attack the British Fleet at Scapa Flow. He sneaks ashore on the Orkney Islands to meet his contact, Frau Tiel (Valerie Hobson). Tiel has taken over the identity of local schoolteacher, Anne Burnett (June Duprez), who had been kidnapped by German agents. Hardt finds himself attracted to her, but Tiel shows no interest. The Germans are aided by a disgraced Royal Navy officer, the former Commander Ashington (Sebastian Shaw) who, according to Tiel, has agreed to aid the Germans after losing his command due to drunkenness, and Tiel implies that she has slept with Ashington to obtain his cooperation.

The steamship Mary Deare is found adrift at sea by salvager John Sands (Charlton Heston). Sands boards it hoping to claim it for salvage, but finds the first officer, Gideon Patch (Gary Cooper), still aboard and trying to run the ship on his own. Patch has stayed on the ship in order to prove that it was sabotaged to collect insurance on cargo that had secretly been off-loaded at Rangoon. Patch convinces Sands to help him beach the ship, even though it will void his salvage claim. When they return to London, Patch is brought before a board of inquiry to determine what happened. It soon becomes apparent that the ship owners were planning to wreck the Mary Deare all along and have Patch as the fall guy.
