The film takes its title from Abel Ferrara's 1992 film, Bad Lieutenant; however, according to Herzog, the film is neither a sequel nor a remake, but instead a re-imagining. Both Bad Lieutenant movies were produced by Edward R. Pressman.
The film premiered on September 9, 2009 at the 66th Venice International Film Festival where it won the Christopher D. Smithers Foundation Special Award for Herzog. It opened in general release in the United States on November 20, 2009.
Synopsis
August 2005, New Orleans, Louisiana. Terence McDonagh (Nicolas Cage) is a New Orleans Police Sergeant. While cleaning out a locker after Hurricane Katrina, he notices that a prisoner may not have been transferred. When he finds the prisoner about to drown, he mocks him before eventually jumping in the water to save him. He is promoted to lieutenant and given a medal for his work, but has suffered a serious back injury because of the rescue. As a result, he is prescribed Vicodin which he will most likely need to take for the rest of his life to manage the pain.Actors

The film begins with Detective Havenhurst driving with his partner Detective Vargas. They receive a call and drive to the scene of a murder. As they push their way through the crowd at the crime scene, they see Brad McCullam leaving with a coffee cup. Inside the house, the detectives find the body of Mrs. McCullam, Brad's mother, who has just been stabbed with an antique sword. At the scene are the neighbors and chief witnesses, Mrs. and Miss Roberts. The detectives soon realize that they had just seen the murderer leaving the scene.

Jonathan Harker is an estate agent in Wismar, Germany. His boss, Renfield, informs him that a nobleman named Count Dracula wishes to buy a property in Wismar, and assigns Harker to visit the count and complete the lucrative deal. Leaving his young wife Lucy behind in Wismar, Harker travels for four weeks to Transylvania, to the castle of Count Dracula. He carries with him the deeds and documents needed to sell the house to the Count. On his journey, Jonathan stops at a village, where locals plead for him to stay clear of the accursed castle, providing him with details of Dracula's vampirism. Harker ignores the villagers’ pleas as superstition, and continues his journey unassisted ascending the Borgo Pass. Harker arrives at Dracula's castle, where he meets the Count, a strange, ancient, almost rodent-like man, with large ears, pale skin, sharp teeth, and long fingernails.

In 1560, several score of Spanish conquistadors, and a hundred Indian slaves, march down from the newly conquered Inca Empire in the Andes mountains into the jungles to the east, in search of the fabled country of El Dorado. Under the command of Gonzalo Pizarro (Alejandro Repullés), the men, clad in half armor, pull cannons down narrow mountainous paths and through dense, muddy jungle. On New Year's Eve, reaching the end of his supplies and unable to go on without more information, Pizarro orders a group of forty men to scout ahead by raft down river. If they do not return to the main party within one week with news of what lies beyond, they will be considered lost. Pizarro chooses Don Pedro de Ursúa (Ruy Guerra) as the commander of the expedition, Don Lope de Aguirre (Klaus Kinski) as his second-in-command, fat nobleman Don Fernando de Guzmán (Peter Berling) representing The Royal House of Spain and Brother Gaspar de Carvajal (Del Negro) to bring the word of God. Also accompanying the expedition, against Pizarro's better judgment, are Ursúa's mistress, Doña Inés (Helena Rojo) and Aguirre's teenage daughter, Florés (Cecilia Rivera, in her only film role).

While playing the trumpet in a burning room, the protagonist's voice is heard in narration. His story begins with him posing as "Danny Parker", a speed freak addicted to methamphetamine, who hangs out with friends while indulging in drugs. He also moonlights as an informant for two corrupt cops, Gus Morgan (Doug Hutchison) and Al Garcetti (Anthony LaPaglia). The underage girlfriend of John Holmes, Dawn Schiller, is on the streets and picked up by a holy roller after Holmes leaves Schiller in a hotel room. Schiller eventually calls Holmes to come and get her. Holmes arrives at the apartment, and they have sex and snort cocaine in the bathroom. The next morning, while in a motel room, Dawn sees a newscast that states four people were murdered at a rowhouse on Wonderland Avenue, the same one she had earlier been at with Holmes. The film opens in an Anchorage motel room in 1983, where 17-year-old Cindy Paulson (Vanessa Hudgens) is handcuffed and screaming for help. She is rescued by an Anchorage Police Department patrol officer. He takes Paulson to the hospital, and her clothes are kept for a rape kit. At an APD station, she explains to detectives that she was abducted and repeatedly raped. Because she is a prostitute and lying about her age, the detectives don't believe her story, refusing to even look into the man she named as her abductor, Robert Hansen (John Cusack). They claim Hansen is an upstanding member of society, a family man who owns his own restaurant, and has alibis from three people.
