The film was written by Stephen White, directed by Steve Gomer, produced by Sheryl Leach and Lyrick Studios and released by PolyGram Filmed Entertainment on March 27, 1998 in the United States and Canada at the height of Barney's popularity.
Synopsis
Cody (Trevor Morgan), his sister Abby (Diana Rice), their best friend Marcella (Kyla Pratt), and their baby brother Fig are dropped off by their parents for a visit at their grandparents' farm. Cody gets hit in his face by a basketball by accident while Abby and Marcella laugh and rub a Barney doll in his face. Cody loses his patience and starts a game of "keep-away" by taking the Barney doll and runs off with it. The two girls go after Cody. He then hides the Barney doll in the shower in the bathroom and the girls catch up with him. Cody tells them to use their imagination and laughs when he thinks that it is not working. However, the doll comes to life and turns into Barney the purple dinosaur. Cody refuses to believe in Barney at first, claiming that imagination is just for kids and that "real dinosaurs don't talk and real dinosaurs don't laugh.Actors

Six years after the events of the first film, Charlie B. Barkin (Charlie Sheen) welcomes his friend, Itchy Itchiford (Dom DeLuise), to Heaven, but confesses himself bored by the afterlife. Carface Caruthers, their old enemy (Ernest Borgnine), steals Gabriel's Horn, attempts to pass through the Pearly gates using the music they perform in order to open it so he can leave Heaven with the horn, but it closes on him to protect it from being stolen. He winds up getting stuck on it when he tries to head to the other side and then pops himself out of it. Before heading to Earth, he tries to take off his uniform, but knocks the horn down to Earth, causing him to dive into the purple cloud hole and catch it before it lands into the ocean, but loses it after getting hit by an airplane and sucked into the engines. Continuing to fall to Earth, he sees that the horn ended up somewhere in San Francisco.

While in Central City, Louisiana, orphans Andi (Emma Roberts) and Bruce (Jake T. Austin) manage to sell a rock in a box to a pawn shop to buy food for their dog, Friday, a Jack Russell Terrier. However, they are quickly caught and marched off to the police station, where their social worker, Bernie Wilkins (Don Cheadle) picks them up and takes them back to their foster parents, Lois and Carl Scudder (Lisa Kudrow and Kevin Dillon, respectively), who appear not to care for either Andi or Bruce. When the two demand to know where their foster children have been, Bernie covers for them, telling them that it was his fault they were late. Despite his sympathies towards the two siblings, he warns them that they are playing a dangerous game by deliberately getting into trouble in order to escape Carl and Lois, since they could get fostered separately, something that both orphans are desperate to avoid. During Bernie's visit, Friday returns home and Bruce quickly bustles Bernie out of the door, since Friday's presence is to be kept secret.

Twelve-year-old Jeffrey Lionel Magee is an orphan. Jeffrey's parents were killed by a drunk driver just after his father told him that he would show him his infamous "stopball." After his parents' funeral, a couple tells Jeffrey to "come with them." However, Jeffrey teaches himself to fly and learns how to run, running especially fast on railroad tracks. In 1939 New Orleans, a roguish German Shepherd named Charlie B. Barkin escapes from a dog pound with the help of his friend, a dachshund named Itchy Itchiford. They return to a casino riverboat on the bayou, which is formerly run by Charlie with his partner, a bulldog named Carface Caruthers. Not wanting to share the profits with Charlie, Carface persuades him to leave town with 50% of the casino's earnings. Charlie agrees, but is later intoxicated and murdered by Carface. He is sent to Heaven where a whippet angel named Annabelle (who was named in the sequel) tells him that a gold watch representing his life has stopped. He steals and winds it, sending Charlie back to Earth, but is told that if he dies again, he will go to Hell. After reuniting with Itchy, they discover that Carface is holding an orphan girl named Anne-Marie (presumably kidnapped from the orphanage by Carface), who has the ability to talk to animals and gain knowledge of a race's results beforehand, allowing Carface to rig the odds on the rat races and become rich. They rescue her, intending to use her abilities to get revenge on Carface, though Charlie tells her that they plan to give their winnings to the poor and help her find parents.
