Belle and Prince Adam throw a Christmas party for the local villagers at their castle. Lumiere and Cogsworth argue who brought Christmas back to the castle, while Mrs. Potts insists of explaining the true story behind Christmas' return to the castle. The film then switches into a lengthy flashback, during the events of the first film after the Beast saved Belle from a wolf pack. Belle is excited for Christmas but is shocked when the castle servants reveal the Beast has forbidden Christmas from occurring. The Beast (Robby Benson) and Belle (Paige O'Hara) plan to eat together, and the Beast asks for advice from Lumiere (Jerry Orbach). While Cogsworth (David Ogden Stiers) escorts Belle to the dining room, they come across the castle's well-meaning but rather verbose writer, Webster (Jim Cummings), turned into a dictionary, whom Belle invites to join them in the dining room (to Cogsworth's dismay). During the meal, while Belle explains a story she has been reading to the Beast, the Beast gets sweaty and demands that the windows be opened, despite there being a draught and the other servants getting cold. The Beast and Belle get into an argument, and the Beast strikes Webster off the table when the dictionary begins giving unwanted synonyms to Belle's insults. Subsequently, they both stop speaking to each other, despite Lumiere and Cogsworth's attempts to patch things up. Eventually, Webster, feeling guilty for his part, forges a letter of apology from the Beast to Belle with his friends, a pile of papers named Crane (Jeff Bennett) and a quill named LePlume (Rob Paulsen). In a plot similar to Singin' in the Rain, Rabbit is named the first mayor of the Hundred Acre Wood for his great effort on planning their best friends picnic. Unfortunately, when Darby says that a mayor is in charge of everything, this goes to his head and he makes up a lot of rules, like "No Bouncing", "No Honey" and everything is by a schedule. By and by everyone gets annoyed by the new rules and finally when everyone (especially Tigger) can't follow the rules Rabbit and Beaver, who becomes the vice-mayor, decide to divide the wood so that Rabbit can be mayor on one side, and Tigger can be mayor on the other and they have Beaver draw a white line through the Hundred Acre Wood. The problem is that the White Line separates the people on each side from their friends. Everyone, except Darby and Buster, is to stay on their side which results to problems and chaos. Tigger and Pooh can no longer sleuth, Roo and Lumpy can't visit each other, Tigger and Rabbit no longer be friends, and goods, supplies and materials can't be traded (which means no thistles for Eeyore and no cookies made by Kanga). Rabbit sees the sadness and decides to cheer everyone up by having a picnic on his side and Tigger does the same. But the picnics are no fun due to everyone being separated until Darby hatches a plan to reunite the Hundred Acre Wood and have the white line removed and have everything go back to normal, and it worked., 1h37

The film begins with the invention of a racing game called Poohsticks in which Pooh takes a walk to a wooden bridge over a river where he likes to do nothing in particular. On this day, though, he finds a fir cone and picks it up. Pooh thinks up a rhyme to go with the fir cone, but he accidentally trips on a tree root and drops it in the river. On Halloween, Pooh and his friends are eager to go trick-or-treating. Piglet has never gone trick-or-treating, having always been too afraid of the frightening atmosphere of Halloween. After building an imposing mannequin in an attempt to face his fears, he joins his friends in preparation for trick-or-treating. Pooh's attempt to get honey from a bee hive ends in failure, and the bees chase the group into Rabbit's garden, ravaging his pumpkin patch.
