GNN television journalist Cameron "Buck" Williams reports from Israel about a new technology with which food will grow almost anywhere. He interviews Israeli scientist Chaim Rosenzweig, and praises him for creating a miracle. Suddenly, Arab Mikoyan MiG-29 and Russian fighter jets fly overhead in a surprise air raid. A missile hits near Buck and Chaim as they retreat to a military bunker. The sun disappears even though it is still mid-day. Israel's defenses are unable to counterattack, but the attacking jets start spontaneously exploding and crashing down. Buck runs outside with the news camera and records the drama as some GNN executives and reporters watch back in Chicago. The entire attacking force is destroyed.

Set, like the previous films, in the fictional port town of Blue Bay, Marie Clifton (Laine) is set to inherit two beautiful diamonds, called the "mother and daughter". Corrado is the story of a Los Angeles hit man of the same name. Corrado (Messner) is given the task of eliminating the aging kingpin Vittorio Spinello. He readily accepts the job and is about to perform the hit when he is interrupted by Spinello's new nurse, Julia (Elaine). He shoots the aging Spinello by accident, instead of suffocating him as intended, and flees the scene. Julia is wrongly blamed for the death, and is herself about to be killed by Vittorio's son Paolo (Sizemore), when Corrado rescues her. They are then pursued all over Los Angeles by Paolo and his goons in a bid to escape.

Lieutenant Jake "Cool Hand" Grafton (Brad Johnson) and his bombardier/navigator and best friend Lieutenant Morgan "Morg" McPhearson (Christopher Rich) are flying a Grumman A-6 Intruder over the Gulf of Tonkin towards North Vietnam. They hit their target, a suspected truck park which actually turns out to be trees. Morg is fatally shot in the neck by a Vietnamese peasant. Landing on the USS Independence with Morg dead, a disturbed Jake, covered in blood, walks into a debriefing with Commander Frank Camparelli (Danny Glover) and Executive Officer, Commander "Cowboy" Parker (J. Kenneth Campbell). Camparelli tells Jake to put Morgan's death behind him and to write a letter to Sharon, Morg's wife. New pilot Jack Barlow (Jared Chandler), nicknamed "Razor" because of his youthful appearance, is then introduced.

The movie opens with a boy, Tim (Joshua John Miller) playing on a bridge. He hears a yell, and sees Samson/John (Daniel Roebuck) sitting on the shore. The boy pedals off, and Samson smokes a cigarette by the naked corpse of Jamie (Danyi Deats). Samson leaves in a daze, and Tim spots him at a convenience store. While Samson haggles with the clerk, he steals two beers and leaves them for Samson. Tim asks Samson for dope, and gets in Samson's car. They drive to Feck's place for drugs, but he's not home.
