It was based on the ITV television series Callan which ran from 1967 to 1972. The script by James Mitchell is based on his original TV pilot "A Magnum for Schneider" and the novelization thereof, Red File for Callan, although only the novel is listed in the film's credits (as A Red File for Callan).

Synopsis
David Callan (Edward Woodward), a leading intelligence agent/assassin in the employment of S.I.S., was forced into retirement due to him losing his nerve. Now, Callan is called back into service to handle the assassination of Schneider, a German businessman. Colonel Hunter (Eric Porter), his former employer promises Callan that he'll be resumed to active status as long as he follows his orders. But as ever, Callan refuses to act until he knows exactly why Schneider has been marked for death...Actors

In 1914, German spies are everywhere in London. After a spate of assassinations of important British politicians, a retired British intelligence officer, Colonel Scudder, realises his life and his mysterious black notebook are in danger. He turns to Richard Hannay, a mining engineer who is visiting Britain for a short time before returning to South Africa, who happens to be staying in a flat in the same building. Scudder tells Hannay of a plot by Prussian 'sleeper' agents, who are planning to pre-empt a war against the Triple Entente powers by assassinating a foreign minister of state visiting the UK.
