In 1944, Captain Josiah Newman (Peck) is head of the neuro-psychiatric Ward 7 at the Colfax Army Air Field military hospital, located in the Arizona desert. As he explains to a visiting VIP who wanders in: "We're short of beds, doctors, orderlies, nurses, everything ... except patients." He will use unconventional tactics to treat his patients and to recruit much needed personnel, as when he hijacks a new and very reluctant orderly, Corporal Jackson Leibowitz (Curtis), a wheeler-dealer from New Jersey. Leibowitz promptly has the entire ward participating in a sing-along of "Old MacDonald Had a Farm.

Frieda (Mai Zetterling) is a German woman who helps English airman Robert (David Farrar) to escape from a German prisoner-of-war camp as the Second World War nears its end. She loves him; he is only grateful to her. In a church between the Russian-German lines however, Robert marries her, so that she may obtain a British passport. Together they eventually arrive in his Oxfordshire home. Frieda meets his family - his mother, his small stepbrother Tony, Judy (Glynis Johns), the attractive widow of Robert's brother, and Aunt Eleanor (Flora Robson), a figure in local politics and vehemently anti-German.

The film opens in 1939 Czechoslovakia. Horst, a Czech-German Nazi collaborator married to a German woman and co-worker of Josef, brings food to the invalid Josef and his wife Marie, who are Czechs. Josef hates the Nazis. When Josef finds David, who had escaped a concentration camp in occupied Poland after first being sent to the Theresienstadt concentration camp in northern Bohemia, Josef and Marie decide to hide him in their apartment. Horst makes an unannounced visit, bringing presents as usual. Marie is ambivalent about their secret: On one hand she never misses an opportunity to blame her husband for bringing in the Jew, but on the other she is merciful and sympathetic with the poor kid locked in the closet day and night. She suggests that Josef accepts Horst's job offer evicting Czech Jews from their homes, so as to get more protection and deflect possible suspicions. Josef accepts and is considered a collaborator by the neighbor Franta (who had tried to give David over to the Nazi authorities, when he first escaped from a concentration camp). Marie spends the days learning French from David and getting more and more tender toward him. Horst's visits become more frequent, and one afternoon, he attempts to rape Marie.

In 1943, having expended enormous resources on recapturing escaped Allied prisoners of war (POWs), the Germans move the most determined to a new, high-security prisoner of war camp. The commandant, Luftwaffe Colonel von Luger (Hannes Messemer), tells the senior British officer, Group Captain Ramsey (James Donald), "There will be no escapes from this camp." Von Luger points out the various features of the new camp designed to prevent escape, as well as the perks the prisoners will receive as an incentive not to try. After several failed escape attempts on the first day, the POWs settle into life at the prison camp.
