Spy extraordinaire Derek Flint (James Coburn) is an ex-agent of Z.O.W.I.E. (Zonal Organization for World Intelligence and Espionage) who is brought out of retirement to deal with the threat of Galaxy, a world-wide organization led by a trio of mad scientists: Doctor Krupov (Rhys Williams), Doctor Wu (Peter Brocco), and Doctor Schneider (Benson Fong). Impatient that the world's governments will never improve, the scientists demand that all nations capitulate to Galaxy. To enforce their demands, they initiate earthquakes, volcanoes, storms and other natural disasters with their climate-control apparatus, for the only purpose to bring the nations to give up weapons and nuclear energy.

Richard Houston (Richard Arlen) is an officer in the U.S. Navy who deserted during peacetime service to escape gambling debts, and took up life as a hobo. The Japanese attack on Pearl Harbor spurs him to rejoin the Navy under the assumed name of Jim "Tennessee" Smith. Somewhere on one of the English-speaking South Sea Islands, at an indefinite present time, with no mention of the fact that it is the middle of World War II, Marge (Gale Sondergaard) is the proprietress of a nightclub/restaurant/gambling hall/brothel called "Isle of Forgotten Sins". In the morning, she knocks on the doors of the individual rooms of her sleeping hostesses, Olga (Betty Amann), Bobbie (Patti McCarty), Mimi (Marian Colby) and Christine (Tala Birell) announcing, "get up, the Southern Queen is here". Riding in a launch from the ship is an inspector from the "Criminal Investigation Bureau" who compares a fingerprint card with a photograph of "Betty Nelson" to one with a photo of a somewhat older "Marge Williams", shows it to the commissioner (unbilled C. Montague Shaw) and tells him, "we'll go there tonight". Marge, surrounded by eight hostesses, is asked by one, "what can we do to please him?" and answers, "he doesn't want to be pleased, he's looking for an excuse to close us up". As the sarong-clad girls leave, one of them, Diane (Rita Quigley) tells Marge, "oh, I suppose it's silly of me but I feel so self-conscious in this costume" and Marge responds, "I know how it is when your modesty's taking a beating, don't let it get you down".

The film begins with a tough Greek Lieutenant (J. Carrol Naish) announcing that the United States Marine Corps is seeking volunteers for a hazardous mission and special unit. Sergeant "Transport" Anderof (Sam Levene) meets the commander of the unit, Lieutenant Colonel Thorwald (Randolph Scott) who he has served with in the China Marines. Thorwald explains that he left the Corps to serve with the Chinese guerrillas fighting the Japanese during the Second Sino-Japanese War to learn their methods and has decided to form a unit using the qualities of Gung Ho or "work together".

A US Navy submarine, the USS Corsair, is operating in the North Atlantic, hunting German merchant raiders that are preying on Allied shipping. Its new executive officer, Lt. After a German U-boat drops off Nazi saboteurs, RCMP Corporal Wagner (Flynn) captures the leader, Colonel Hugo von Keller (Helmut Dantine), the only survivor after an avalanche wipes out the rest of the group. Une procession officielle tourne au carnage lorsque les gardes de l'escorte tentent de tuer un jeune garçon d'origine chinoise qui a eu le malheur de se trouver sur leur route. L'enfant arrive à s'enfuir et est recueilli par Zatoichi qui finit par croiser la route de Wang. Mais ils sont poursuivis par les hommes du gouvernement et des yakuzas à leur solde, qui veulent faire disparaître les derniers témoins du drame tout en accusant Wang du massacre. Ce dernier se méfie de tout le monde, y compris de Zatoichi dont il ne comprend pas la langue.
