Gloria Mullins has been sent to her old hometown of Grimley to determine the profitability of the pit for the management of British Coal. She also plays the flugelhorn brilliantly, and is allowed to play with the local brass band after playing Concierto de Aranjuez with them, the band is made up of miners from whom she must conceal her purpose. She renews a childhood romance with Andy Barrow, which soon leads to complications. It is later revealed during a confrontation between Gloria and the management of the colliery that the decision to close the colliery had been made two years previously, and that this was to have gone ahead regardless of the findings of her report; the report simply being a public relations exercise to placate the miners and members of the public sympathetic to their plight.

The film is structured as a series of interconnected flashbacks. Following the death of his father Hal, Oliver reflects on their relationship following the death of Oliver's mother, Georgia. Shortly after her death, Hal came out to his son and began exploring life as an openly gay man. He becomes active in the gay community, finds love and becomes more honest with himself and with his son. As a result, Oliver and Hal become closer during this time. Shortly after Hal's death, Oliver meets Anna, a French actress, at a party. In a short prelude, U.S. Army General Hopgood (Stephen Lang) is painfully thwarted in an attempt to pass paranormally through a solid wall by simply running into it. The film then follows Ann Arbor Daily Telegram reporter Bob Wilton (Ewan McGregor), whose wife leaves him for the newspaper's editor. Seeking an escape, Bob flies to Kuwait to report on the Iraq War and to prove to his wife and himself that he is a man. However, he stumbles onto the story of a lifetime when he meets a retired U.S. Army Special Forces operator, Lyn Cassady (George Clooney), who reveals that he was part of a U.S. Army unit training psychic spies (or "Jedi Warriors") to develop a range of parapsychological skills including invisibility, remote viewing, and phasing. In Heaven (which resembles a modern police headquarters), angels are tasked with ensuring that mortals on Earth find love.
