Emma (Leslie Bibb) and her holiday-obsessed husband, Henry (Tahmoh Penikett), have set up numerous ghost-scarecrows for Halloween in their yard, although she is mostly uninterested in Halloween. After returning home from a Halloween party, Emma tries to blow out a jack-o'-lantern, but Henry tells her not to because it is against tradition to extinguish a jack-o'-lantern on Halloween; she blows it out anyway. While Henry is inside waiting for Emma to take down the decorations, she is murdered by an unknown assailant with a large blade-shaped pumpkin lollipop in front of the kids who were trick-or-treating, who run away in horror. Later, Henry goes outside and notices limbs hanging out of wires. Just then, one of the scarecrows lights up. This movie opens with a news montage explaining that it is set in a dystopic near-future in which George W. Bush has been elected to a fourth term. The United States Congress has been disbanded; public nudity is banned; the United States is embroiled in wars with France, Iraq, Afghanistan, Iran, Pakistan, Syria, Venezuela, Canada, and Alaska. With more wars than there are soldiers to fight them, a secret laboratory run by Dr. Chushfeld (Brad Milne) in fictional Sartre, Nebraska, has developed a virus to re-animate dead Marines and send them back into battle. However, this virus has broken containment and infected test subjects and scientists, and they are at risk of escaping the lab. A team of Marines codenamed the "Z" Squad is sent in to destroy the zombies. One of the Marines named Byrdflough (Zak Kilberg) is bitten but escapes. The movie opens with Mystery, Inc. being pursued by a moat monster. After an accident with Scooby-Doo (Scott Innes), he is caught and revealed to be a counterfeiter. This is actually an old case of the now-dissolved Mystery, Inc., who went their separate ways because they were frustrated with their mysteries having all involved mere crooks in monster costumes, as told on a talk show program by Daphne Blake (Mary Kay Bergman), who now, along with Fred Jones (Frank Welker), is running a successful TV series Coast to Coast with Daphne Blake, which involves her and Fred going to historic and inspiring places all across the country. For the show's upcoming second season, Daphne intends to visit haunted and mysterious places and track down real ghosts. When Daphne confesses on air that she misses the gang and that she wishes they were with her, Fred arranges a reunion and contacts Velma Dinkley (B.J. Ward), who has gone on and become the proprietor of a mystery bookstore, and Scooby and his owner Shaggy Rogers (Billy West), who have been bouncing from job to job, including working in customs at an airport, from which they were just fired after eating all the confiscated imported foods.
