It is based on the 1928 novel of the same title by Wilhelm Speyer which was later adapted into a 1952 sound film. Youth gangs clash in a small town on the Baltic Sea. The film's art direction was by Hans Jacoby.

In 1976, eight-year-old Mary Daisy Dinkle (Bethany Whitmore) lives a lonely life in Mount Waverley, Australia. At school, she is teased by her classmates because of an unfortunate birthmark on her forehead; while at home, her distant father, Noel, and alcoholic, kleptomaniac mother, Vera, provide little support. Her only comforts are her pet rooster, Ethel; her favourite food, sweetened condensed milk; and a Smurfs-like cartoon show called The Noblets. One day, while at the post office with her mother, Mary spots a New York City telephone book and, becoming curious about Americans, decides to write to one. She randomly chooses Max Jerry Horowitz's name from the phone book and writes him a letter telling him about herself, sending it off in the hope that he will become her pen friend.

An aircraft carrying young military school cadets returning home crash lands into the sea near a remote, uninhabited, jungle island in the Pacific Ocean. Among the survivors is the pilot, Captain Benson (Michael Greene), who is seriously injured and delirious. Meanwhile, on the beach, an overweight cadet, whose real name is never revealed, nicknamed “Piggy” (Danuel Pipoly), finds a conch seashell and takes it to the grouped cadets, who adopt it to signal the right to speak and be heard by the group. The senior cadet, and one of the elder boys, Cadet Colonel Ralph (Balthazar Getty), organizes a meeting to discuss surviving their predicament. Ralph and Jack (Chris Furrh) emerge dominant, with Ralph's seniority in rank making him the one in charge. They start a fire using Piggy's glasses to try and alert any passing craft. Tensions begin to grow between Ralph and Jack.

The film opens in documentary fashion at a Sardinian elementary school that six-year-old Gavino (Saverio Marconi) is attending. His tyrannical peasant father (Omero Antonutti) barges in and announces to the teacher and the students that Gavino must leave school and tend the family sheep. Under his father's watchful eyes and the victim of his sadistic behavior, Gavino passes the next fourteen years tending sheep in the Sardinian mountains. Roberto (Roberto Benigni) n’est pas un instituteur ordinaire. De son physique, c’est une sorte de « Pierrot lunaire » ; il est plutôt idéaliste et va s’occuper d’une classe de maternelle à Corticella, dans la banlieue de Bologne, de façon assez originale et révolutionnaire. D’abord, il est le premier homme à prendre service dans l'école de Corticella, s'agissant d'une profession traditionnellement réservée aux femmes. Ensuite, il est convaincu de la nécessité de transformer la pédagogie traditionnelle et va s’y employer avec les petits de la classe maternelle dont il a la charge. Avec l’aide de Luca (Luca Levi), un handicapé, il se livre à des expériences pédagogiques dont il attend la preuve que, ni l’école ni la société, ne sont conçues pour l’épanouissement des enfants. Par exemple, il emmène un jour ses élèves à l’usine où travaillent leurs papas : les bambins bouleversent la mécanique bien huilée mise en place par les adultes. Et pour garder intacte leur spontanéité de jeunes êtres encore instinctifs, il préfère les mettre en rapport avec les animaux : il introduit un âne dans la classe.
