Synopsis
Chris Martin (Charlie Sheen) is a bachelor who wants to marry his long-time girlfriend. Wanting to enjoy his last few days as a bachelor, Chris spends several nights hanging out with his old friends, as they drink, swap stories, and chase women. John Tunstall (Terence Stamp), an educated Englishman and cattle rancher in Lincoln County, New Mexico, hires wayward young gunmen to live and work on his ranch. Tunstall is in heavy competition with a well-connected Irishman named Lawrence Murphy (Jack Palance), who owns a large ranch; their men clash on a regular basis. One night, an American special forces team invades Saddam Hussein's (Haleva) palace and a nearby prison camp to rescue captured soldiers from Operation Desert Storm and to eliminate Saddam, but they find the Iraqis prepared for them, and the entire rescue team is captured. This failed operation turns out to be the latest in a series of rescue attempts which were foiled by the Iraqis, and consequently the advisors of President Benson (Admiral Benson in the previous film, played by Bridges) suspect sabotage in their own ranks. Colonel Denton Walters (Crenna) suggests to gain the aid of war hero Topper Harley (Sheen) for the next mission, but Topper has retired from the Navy and become a Buddhist in a small Thai village. Walters and Michelle Huddleston (Bakke), CIA, arrive and try to persuade him to come out of retirement in order to rescue the imprisoned soldiers and the previous rescue parties.

Lucas Bly (Haim) is an extremely intelligent and nerdy 14-year-old high school student. He soon becomes acquainted with Maggie (Green), an attractive older girl who had just moved to town. After meeting Lucas on one of his entomological quests, Maggie befriends him, spending time with him during the remainder of the summer until school begins. Lucas, who finds himself a frequent victim of bullying and teasing, has a protector of sorts, Cappie Roew (Sheen), a fellow student and football player; Cappie was once one of Lucas' tormentors, until Cappie contracted hepatitis and Lucas brought him his homework every day, ensuring that Cappie didn't fail and have to repeat a year of school. Even though Lucas deems it beneath her, Maggie becomes a cheerleader for the football team in order to get closer to Cappie, on whom she has a growing crush. Angered and offended by Maggie continuing to ignore him, Lucas begins to irritate Maggie, continuing to castigate her cheerleading as "superficial" and making the incorrect assumption that she will be his date to an upcoming school dance. Maggie complains to Lucas that she's interested in things besides just hanging out with him all the time, and Lucas' unrequited affection for her continues to upset him.

Beaver (Cameron Finley) gets his heart set on a bicycle in a store window, but does not think his parents will shell out that money for it. Eddie Haskell (Adam Zolotin) tells him that if he sucks up to his father (Christopher McDonald), by signing up for football, he will be sure to get it on his upcoming birthday. He enrolls on the football team and doggedly endures the practices, despite his disadvantage of being smaller than most his teammates. As Eddie predicted, Ward is glad Beaver signed up for football, as evidenced by a brief fantasy Ward has of Beaver making a touchdown while several professional football players all fail to tackle him. However, the first game of the season ends poorly when he passes the ball to a kid on the opposing team when he mistakingly remembered him as a friend from summer camp. On the first day of school five days later, Ward and June (Janine Turner) tell Wally to drop Beaver off and pick him up for a few days because he has never ridden his bike there before. At school he sits beside a very pretty girl named Susan Akatsu (Brenda Song) and has a kind teacher named Miss Landers (Grace Phillips). After school Eddie asks Wally to come to the soda shop to see him flirt with Karen (Erika Christensen). Eddie does not want Beaver to follow them, so Wally leaves him alone at the bike rack telling him he will be back in a second.

The film focuses on 10-year-old Devon Stockard (Mischa Barton), a precocious and lonely young girl who has recently moved into a gated community called Camelot Gardens with her parents, Morton and Clare (Christopher McDonald and Kathleen Quinlan).
