Naive country girl Lili (Leslie Caron) arrives in a provincial town in hopes of locating an old friend of her late father's, only to find that he has died. A local shopkeeper offers her employment, then tries to take advantage of her. She is rescued by a handsome, smooth-talking, womanizing carnival magician, Marc, whose stage name is Marcus the Magnificent (Jean-Pierre Aumont). Lili is infatuated with him and follows him to the carnival where, on learning that she is 16, he helps her get a job as waitress. Lili is fired on her first night when she spends her time watching the magic act instead of waiting tables. When Lili consults the magician for advice, he tells her to go back to where she came from. Homeless and heartbroken, she contemplates suicide, unaware that she is being watched by the carnival's puppeteer Paul (Mel Ferrer). He strikes up a conversation with her through his puppets — a brash red-haired boy named Carrot Top, a sly fox, Reynardo, a vain ballerina, Marguerite, and a cowardly giant, Golo. Soon a large group of carnival workers is enthralled watching Lili's interaction with the puppets, as she is seemingly unaware that there is a puppeteer behind the curtain. Afterwards, Paul and his partner Jacquot (Kurt Kasznar) offer Lili a job in the act, talking with the puppets. When the temperamental star of a new Broadway musical revue in rehearsals walks out, director and choreographer Ted Sturgis (Gower Champion) suggests casting an unknown for the role. When it is announced in the newspapers, throngs of hopefuls show up. In 1890 Paris, as crowds pour into the Moulin Rouge nightclub, young artist Henri de Toulouse-Lautrec finishes a bottle of cognac and sketches the dancers as they perform. The nightclub's regulars each stop by: singer Jane Avril teases Henri charmingly, dancers La Goulue and Aicha fight, and owner Maurice Joyant offers Henri free drinks for a month in exchange for painting a promotional poster. At closing time, Henri waits for the crowds to disperse before standing to reveal his four-foot six-inch body. As he walks to his Montmartre apartment, he recalls the events that led to his disfigurement. It is learned Lautrec falls down a flight of stairs, where his legs fail to heal due to a genetic weakness resulting from his parents being first cousins. His legs stunted and pained, Henri loses himself in his art, while his father leaves his mother, the countess, to ensure they have no more children. Henri is a bright, happy child, revered by his father, the Count de Toulouse-Lautrec. Le transformiste Victor vient de quitter son appartement parisien. Après une nuit sur un banc d'un parc, il a une voix rauque et rate une audition. Il n'a plus d'argent et ne peut plus se servir de sa voix pour une audition pour une publicité. À l'audition, est recalée aussi la jeune Erika qui commence tout juste sa carrière. Ils se retrouvent tous les deux à vendre des saucisses, les deux chanteurs décident d'unir leurs forces : le temps d'une soirée, Erika se ferait passer pour Viktor en faisant semblant d'être un homme qui se déguise en femme. La prestation est un grand succès. On leur propose un engagement dans un véritable vaudeville parisien. Ils rencontrent le grand directeur Jean Perrot. Perrot emmène Erika, qui se fait passer pour Erich, dans un bar. Ils fument et boivent ensemble, mais Erika perd sa carte d'identité ; Perrot découvre alors qu'Erich est en fait une femme.
