A Drax Industries Moonraker space shuttle on loan to the United Kingdom is hijacked in mid-air and MI6 operative, James Bond, agent 007, is assigned to investigate. British and Soviet ballistic-missile submarines mysteriously disappear. James Bond—MI6 agent 007—is summoned to investigate. In Portugal, James Bond – agent 007, sometimes referred to simply as '007' – saves a woman on the beach from committing suicide by drowning, and later meets her again in a casino. The woman, Contessa Teresa "Tracy" di Vicenzo, invites Bond to her hotel room to thank him. The next morning, Bond is kidnapped by several men while leaving the hotel, who take him to meet Marc-Ange Draco, the head of the European crime syndicate Unione Corse. Draco reveals that Tracy is his only daughter and tells Bond of her troubled past, offering Bond a personal dowry of one million pounds if he will marry her. Bond refuses, but agrees to continue romancing Tracy under the agreement that Draco reveals the whereabouts of Ernst Stavro Blofeld, the head of SPECTRE.

It is the late 1970s, and smuggler David Swansey (Richard Harris) specialises in importing goods to war-torn Rhodesia, defying international sanctions imposed on the doomed nation. Swansey is eventually contracted by the Ian Smith administration to arrange an illicit purchase of American-made Iroquois helicopters for counter-insurgency operations against black African nationalists. However, word of his plan soon reaches the latter, who apply strong political pressure to kill the deal in its cradle – the aircraft shipment in question is impounded upon reaching neighbouring South-West Africa.

The plot involves a disparate and desperate group of plane crash survivors thrust into a savage mountainous desert region somewhere within present-day Namibia.
