Chan Foh To (Jackie Chan) is a junkyard mechanic and a part-time race car driver who helps the Hong Kong Police Force in their crackdown on illegal street racing in the country. Taiwan's uprising gang leader Lee Yan-chak uses violence to wipe out Taiwan's competing forces and won Asia's largest arms smuggling market.
